Martin Ferris: From a low base, but this is to be welcomed. The Minister also mentioned flexibility in coupling. Will he elaborate? No one wants people to get money for nothing. There was a gap, in that it was not just the small, weak farmer who availed of it. Reasonable coupling should be considered.
