Local Government Fund - Account 2023 (19 Jun 2025) Joanna Byrne: If there is a constant change in this work, that is bound to impact on the Department's pipeline deliveries, particularly in the short term for 2025 and 2026, and beyond from 2027 to 2030. If Mr. Doyle cannot tell us the numbers delayed in a specific category, how does he expect us to believe his pipeline delivery is accurate?

- Public Transport Experience: Motion [Private Members] (18 Jun 2025)
Joanna Byrne: There are many things I could speak about under this Private Members' business but I will stick to trains. Public transport will play a major role in the development of our regions. People must be able to work, live and commute from all over the country and that is why Sinn Féin is determined to deliver major rail projects that have stalled, fallen by the wayside, been left in a...
- Joint Oireachtas Committee on Arts, Media, Communications, Culture and Sport: General Scheme of the Broadcasting (Amendment) Bill: Discussion (Resumed) (18 Jun 2025)
Joanna Byrne: I thank all of our witnesses. The majority of my questions have already been asked and answered but I have a follow-up point for Ms Kirby, who has used the word "critical" regarding 25% of the public money given to RTÉ being invested in the independent production sector. There has been a suggestion that reaching this figure be delayed. What are Ms Kirby's views on this and what impact...
- Joint Oireachtas Committee on Arts, Media, Communications, Culture and Sport: General Scheme of the Broadcasting (Amendment) Bill: Discussion (Resumed) (18 Jun 2025)
Joanna Byrne: It is interesting that Ms Kirby raises this. I have two godchildren. These boys are relatively young and they watch programmes on YouTube. They use phrases such as "throw this in the trash". It is very American. This is one example I can think of off the top of my head. Ms Kirby is right that we lose cultural identity.
- Joint Oireachtas Committee on Arts, Media, Communications, Culture and Sport: General Scheme of the Broadcasting (Amendment) Bill: Discussion (Resumed) (18 Jun 2025)
Joanna Byrne: I completely respect and understand that Ms Kirby is future proofing and looking ahead five or ten years and the impact it will have broadly in this regard. Is there any immediate loss if RTÉ does not meet this obligation?
- Joint Oireachtas Committee on Arts, Media, Communications, Culture and Sport: General Scheme of the Broadcasting (Amendment) Bill: Discussion (Resumed) (18 Jun 2025)
Joanna Byrne: I thank Virgin Media for its coverage of the League of Ireland. I am heavily involved in the League of Ireland and I know there is frustration among supporters that there has not been accessibility to matches through our national broadcaster. The deal is monumental for Virgin and it is certainly monumental for supporters of the League of Ireland. Long may it continue and well done.
- Emergency Action on Housing and Homelessness: Motion [Private Members] (17 Jun 2025)
Joanna Byrne: I will begin by reiterating that, for the common good, I want every Government housing and homelessness policy to work. For every person on a housing list, for every one of the hidden homeless, for every family in a homeless hub and for all of those in emergency accommodation, I want the Government's policies to work. However, I do not know what way it needs to be communicated to the...
- Written Answers — Department of Children, Equality, Disability, Integration and Youth: Departmental Budgets (17 Jun 2025)
Joanna Byrne: 677. To ask the Minister for Children, Equality, Disability, Integration and Youth to provide an update on the findings and recommendations from the personalised budget pilot; her next steps to deliver an effective personalised budget model; and if she will make a statement on the matter. [31947/25]
- Saincheisteanna Tráthúla - Topical Issue Debate: School Accommodation (11 Jun 2025)
Joanna Byrne: I read the press release issued on Monday by the Minister, Deputy McEntee, which detailed the 28 schools that will undergo major energy and decarbonisation retrofit works this summer under the pathfinder programme. It is welcome news for those schools and I have no doubt they are delighted to be selected. I understand the pilot inventory covered schools in counties Kildare, Meath, Offaly,...
- Saincheisteanna Tráthúla - Topical Issue Debate: School Accommodation (11 Jun 2025)
Joanna Byrne: Gabhaim buíochas leis an Aire Stáit. The school has applied for emergency works funding. It is also in the process of applying for the climate action summer works scheme this year. However, getting multiple grants at various times and doing the required works piecemeal is time consuming for primary school teachers who are already overloaded. It is almost unfair to ask them to...
- Joint Oireachtas Committee on Arts, Media, Communications, Culture and Sport: Arts Council Grant Management IT System: Discussion (11 Jun 2025)
Joanna Byrne: I welcome the witnesses. I had an opportunity to engage with the Arts Council and the Department on this issue at the public accounts committee last week. The briefing document provided to us from the Arts Council today details extensively the timeline and the processes that led to the IT system write-off. It is clear in black and white that people in the Arts Council engaged with the...
- Joint Oireachtas Committee on Arts, Media, Communications, Culture and Sport: Arts Council Grant Management IT System: Discussion (11 Jun 2025)
Joanna Byrne: In his opening statement Mr. Ó Coigligh said that governance, oversight and resourcing, among other things, are all core responsibilities for the Department. Despite being made aware of concerns on multiple occasions, it seems this was all overlooked. Mr. Ó Coigligh has attested to that himself in his admission of failings of the Department at that stage. The IT companies that...
- Joint Oireachtas Committee on Arts, Media, Communications, Culture and Sport: Arts Council Grant Management IT System: Discussion (11 Jun 2025)
Joanna Byrne: That is very welcome. Mr. Ó Coigligh's intervention and the measures he has taken are very proactive and overdue, obviously, particularly when we look at what happened in this instance. To be clear, there is reform under way in the Department but no single person or team has been specifically held accountable for these failures. In other words, blame has not been apportioned?
- Joint Oireachtas Committee on Arts, Media, Communications, Culture and Sport: Arts Council Grant Management IT System: Discussion (11 Jun 2025)
Joanna Byrne: I respect that.
