Committee on Budgetary Oversight: Business of Select Committee
Ex-ante Scrutiny of Budget 2018 (Resumed): Minister for Finance
(27 Sep 2017)

Pearse Doherty: I only intended to give the Minister an opportunity to reassure the public and this committee that he is not conflicted as a result of his household continuing to have those shares. I did not wish to press it any further than that.

Committee on Budgetary Oversight: Business of Select Committee
Ex-ante Scrutiny of Budget 2018 (Resumed): Minister for Finance

Pearse Doherty: I think this might be ruled out of order by the Chair.

Committee on Budgetary Oversight: Business of Select Committee
Ex-ante Scrutiny of Budget 2018 (Resumed): Minister for Finance
(27 Sep 2017)

Pearse Doherty: There are two subjects, one very quickly. I would like a little bit of over and back but I will try to be as quick as possible. The Minister has a report on the help-to-buy scheme and has said he will make an announcement on budget day. On foot of an amendment proposed by Deputy Michael McGrath, the previous Minister for Finance committed that the report would be laid before the Houses of...

Committee on Budgetary Oversight: Business of Select Committee
Ex-ante Scrutiny of Budget 2018 (Resumed): Minister for Finance
(27 Sep 2017)

Pearse Doherty: Okay. I thank the Minister. The second question is the issue of what is happening in the housing market which directly affects the Finance Bill. This is about our experiment with REITs. When one drills into the CSO figures, they are startling. In Dublin, for example, from 2007 to the end of July 2017, 42% of new houses in Dublin were bought by non-household buyers. It is a staggering...

Committee on Budgetary Oversight: Business of Select Committee
Ex-ante Scrutiny of Budget 2018 (Resumed): Minister for Finance
(27 Sep 2017)

Pearse Doherty: On the taxation report, this comes from extrapolations we have done from their published accounts and looking at the CSO data. This will be a major issue on the Finance Bill and it will take up a great deal of debate time. It is a burning issue at this point in time. If this was an Irish company, it would be paying 12.5% corporation tax and income tax. We have a very lucrative situation...

Leaders' Questions (27 Sep 2017)

Pearse Doherty: Not the banks. Brian Lenihan introduced a law not to allow the banks to do that.

Leaders' Questions (27 Sep 2017)

Pearse Doherty: If the Taoiseach were completely truthful-----

Written Answers — Department of Finance: Financial Services Ombudsman Data (27 Sep 2017)

Pearse Doherty: 85. To ask the Minister for Finance the number of complaints made to the Financial Services Ombudsman since the passing of recent legislation amending the six-year rule that have been deemed admissible under the new rules; the number still under consideration; the number that are new complaints; the number that were previously refused under the old rules; and if he will make a statement on...

Written Answers — Department of Education and Skills: Schools Refurbishment (27 Sep 2017)

Pearse Doherty: 93. To ask the Minister for Education and Skills if a fund exists which allocates moneys to schools in order to carry out minor refurbishment works, redecoration and or renovations to interior school classrooms and indoor facilities in order to meet the needs of students that suffer from respiratory diseases and or conditions whereby breathing may be negatively impacted by environmental...

Written Answers — Department of Culture, Heritage and the Gaeltacht: Údarás na Gaeltachta Data (27 Sep 2017)

Pearse Doherty: 121. To ask the Minister for Culture, Heritage and the Gaeltacht the number of capital projects authorised by Údarás na Gaeltachta in County Donegal in each of the years 2013 to 2016 and to date in 2017; the amount spent in respect of each; the number of these projects which qualified for grant aid funding under the percent for art scheme; the detail of each such commission; if...

Flooding in County Donegal: Motion [Private Members] (26 Sep 2017)

Pearse Doherty: Tá leasú agamsa fosta. Cuirfidh mé é chun tosaigh níos déanaí. I will move the Sinn Féin amendment to this motion at the appropriate time. I thank Deputy McConalogue and his Fianna Fáil colleagues for the opportunity to debate this issue tonight. Everyone has spoken about the devastation that visited the Inishowen Peninsula and areas like...

Other Questions: Living Wage Introduction (26 Sep 2017)

Pearse Doherty: The Minister talked about the 94%, which is the same figure about which I talked. I simply put the focus on those earning below the living wage, which is 6% in the public sector and 1% in the Civil Service. It would not require a huge amount of money for the Minister to do this. He referred to pay deals and all the rest. Let us look at the pay deals and the upper end. Let us look at the...

Other Questions: Living Wage Introduction (26 Sep 2017)

Pearse Doherty: 38. To ask the Minister for Public Expenditure and Reform if he will implement a living wage for all employees of the State; and if he will make a statement on the matter. [40461/17]

Other Questions: Living Wage Introduction (26 Sep 2017)

Pearse Doherty: The issue here relates to State employees and whether the Government, and the Minister for Public Expenditure and Reform, Deputy Donohoe, are of the view that the Government will implement a living wage across the public and Civil Service and that it will guarantee employees in the direct employment of the State that they will receive a living wage, which is at €11.70 per hour.

Other Questions: Living Wage Introduction (26 Sep 2017)

Pearse Doherty: I find it bizarre that we are actually discussing this issue at all. It is about people, who are directly employed by the State, who should at the minimum be receiving a living wage that is calculated as the minimum a person requires to live on. In the view of Sinn Féin, the minimum wage should be raised to a point where it reaches the living wage and that it should happen...
