Brendan Howlin: It will not be enacted until after the referendum. It is merely for information so that people, before they vote, will have a clear idea of the detailed process. That is why I decided to publish extensive heads and then a complete Bill in advance. It will not be introduced until people vote for it, presuming they do vote for it; it will not be introduced if they do not.
