First, in the case that Deputy Boyd Barrett talks about, if it was such a dramatic change to the original Part 8, councillors have the right to vote it down and to force it back out. Eoin Ó Broin: For me, that shows the process works very well. I am not arguing for or against the amendments, I am just urging caution so that we do not cause a problem with something that in my view is working pretty well.

Eoin Ó Broin: I presume this arises in part out of the use of phasing in strategic development zones. In the Clonburris strategic development zone the phasing agreement at the end, which, in my understanding, is legally binding, is a really positive addition.
