Heather Humphreys: The way it has been worked out is that the definition of "qualified cohabitant" for the scheme will be broadly based on the existing definition of qualifying cohabitant contained in the Civil Partnership and Certain Rights and Obligations of Cohabitants Act 2010. That Act was referred to in the Supreme Court judgment. Therefore, we are working along the lines of that Act in terms of-----

We will hopefully be able to allay most of the concerns people will have. We put a fair bit into it because there are a number of different scenarios. We tried to look at how we can do this.
