Pearse Doherty: The efficiencies usually end up being the closing down of wards and cancelling of operations so that they do not have to spend the cost of treating people and can come in on budget. Dr. Healy's view is that the health budget will result in a decreased service once we take on board the pressures that will be on the health services in 2018 and that matters will be worse in 2018.
