John Gilroy: The Minister has already stated that the idea of criminalising people, which we are not doing, is already prescribed in the Water Services Act 2007. Everything they say is prescribed in it. If they took the time to read it, they would see this and we would have saved ourselves 15 minutes of meaningless talk.
