Catherine Murphy: A lot of these were privately run sites. The efforts made to recoup is an issue we should look at specifically when we look at it.

Catherine Murphy: It is exactly that. It would be quite useful to specify the sanctions should be within the financial aspect of the particular entity, in this case one of the colleges. In terms of a change of culture, we should remember the HSE example of getting compliance. It would be useful for us to have a number of routine sanctions we would recommend to change the culture.

Catherine Murphy: It was around 2000 when the original list of swimming pools was opened up, and each local authority was asked to nominate two locations for swimming pools. This is the first time it has really been opened up since. It is there in theory, but I wonder about the good use of public money. It has to be there in practice, but the amount of grant aid is not sufficient to build a swimming pool....
