Joint Oireachtas Committee on Education and Skills: Education and Supports Provision for Displaced Ukrainian Students: Discussion (14 Jun 2022)

Donnchadh Ó Laoghaire: I thank the witnesses for their contributions. I apologise that I had to leave after the opening statements for a media event. I agree with Deputy Jim O'Callaghan that the response of the Irish people has been remarkable. The response from school communities and the schools involved has also been very significant and, by and large, the effort from the education and training boards, ETBs,...

Planning and Development Regulations (Amendment) (Solar Energy for Schools and Community Buildings) Bill 2022: First Stage (2 Jun 2022)

Donnchadh Ó Laoghaire: I move: That leave be granted to introduce a Bill entitled an Act to make provision for the installation of solar panels on school and community buildings without the need for planning permission, and for this purpose to amend S.I. No. 600 of 2001. Putting solar panels on the schools is a no-brainer. There are 4,000 schools in the State. The overwhelming majority do not have solar...

Donnchadh Ó Laoghaire: I move: "That the Bill be taken in Private Members' time."

Ceisteanna Eile - Other Questions: Wind Energy Generation (2 Jun 2022)

Donnchadh Ó Laoghaire: 95. To ask the Minister for Communications, Climate Action and Environment if he will discuss the engagements his Department has had with the offshore wind sector; the potential for offshore wind that has been identified, particularly in Cork; and if he will make a statement on the matter. [28009/22]

Ceisteanna Eile - Other Questions: Wind Energy Generation (2 Jun 2022)

Donnchadh Ó Laoghaire: The Minister and I have spoken before about the enormous potential of Cork Harbour not only in employment terms but also in respect of the significant reduction in emissions because the offshore wind proposals in the long term can power homes for hundreds of thousands of people. In the first instance, there are issues to ensure that we get the benefit of this in regard to employment because...

Ceisteanna Eile - Other Questions: Wind Energy Generation (2 Jun 2022)

Donnchadh Ó Laoghaire: I have previously put on record my view that Cork can be a world leader in this area because of the depth of the harbour and the potential for bigger projects, including floating offshore wind projects, to be located there. The Minister spoke earlier about resourcing of An Bord Pleanála, the CRU and EirGrid. The Maritime Area Regulatory Authority is going to be vitally important in...

Ceisteanna Eile - Other Questions: Wind Energy Generation (2 Jun 2022)

Donnchadh Ó Laoghaire: I thank the Minister. I ask him again if there is a plan for the resourcing of those key bodies. How clear a signal can the Minister give to those who are planning offshore floating wind projects about the timeline for and scale of the auction? Those details are not in place as yet. Those involved need a clear signal.

Assisted Decision-Making (Capacity) (Amendment) Bill 2022: Second Stage (1 Jun 2022)

Donnchadh Ó Laoghaire: This area of legislation has been talked about for many years. The 2015 Act was imperfect, but even it had a long and winding history to get that far. Our history - and I include our very recent history when I say that - is, unfortunately, blighted with stories of people with disabilities, including intellectual disabilities, who have been institutionalised, locked away and hidden away from...

Ceisteanna ar Pholasaí nó ar Reachtaíocht - Questions on Policy or Legislation (1 Jun 2022)

Donnchadh Ó Laoghaire: It has been a rather depressing week for special education. Yesterday's absolutely last-minute announcement of special needs assistant, SNA, allocations has continued years of disrespect to those crucial education staff. I read with interest an article in The Irish Timestwo days ago where a Government source described the plan of the Minister of State, Deputy Madigan, in respect of proposed...

Adaption Grants for Older People and People with a Disability: Motion [Private Members] (1 Jun 2022)

Donnchadh Ó Laoghaire: This is an area that affects the lives of countless families. I acknowledge that very often many local authority staff do the best they can to try to facilitate and support people in very challenging circumstances. With regard to rules, procedures and budgets there are obstacles to ensuring that people are properly supported. Some of them have been identified. One of the biggest issues I...

Joint Oireachtas Committee on Education and Skills: Review of Out-of-School Provision Report and Education and Supports Provision for Ukrainian Students: Discussion (1 Jun 2022)

Donnchadh Ó Laoghaire: I thank the Ministers and officials for attending. My first question is more of a procedural one. There are a number of capable people listed as being on the review group but it is not entirely clear which of them wrote the report. Will the Minister clarify who was responsible for drafting the report and if it was agreed at a meeting of the review group? Did anyone make amendments?
