Topical Issue Debate: Horsemeat Investigation (27 Feb 2013)

Éamon Ó Cuív: Ba mhaith liom buíochas a ghlacadh leis an Aire as teacht isteach sa Teach leis an cheist seo a thógáil. The controversy surrounding the discovery of horsemeat in food labelled as beef is extremely serious and has been allowed to rumble on. Last weekend there was a grave development when horsemeat labelled as beef for export was discovered. It was expected that this would...

Written Answers — Department of Agriculture, Food and the Marine: Disadvantaged Areas Scheme Applications (27 Feb 2013)

Éamon Ó Cuív: To ask the Minister for Agriculture, Food and the Marine when a person (details supplied) in County Galway will be issued payment under the 2012 disadvantaged area scheme; the reasons for the delay in payment; and if he will make a statement on the matter. [10727/13]

Éamon Ó Cuív: So the vast majority of farmers receive the disadvantaged areas payment and single payment.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Use of Commonage Lands: Discussion (Resumed) with UFA and IFA (26 Feb 2013)

Éamon Ó Cuív: Does that mean that the Commission proposal to flatten payments would be, owing to all of the conditions imposed on farmers in terms of good farming practice and so on, more beneficial to the vast majority of farmers in Achill than would any other agri-environmental scheme?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Use of Commonage Lands: Discussion (Resumed) with UFA and IFA (26 Feb 2013)

Éamon Ó Cuív: The indication was given in response to a question posed by Deputy Kyne that if commonage was not actively used no payment would be made. As pointed out in the example I gave, this does not assist the Department. If one forces all farmers who declare commonage in their area aid to put sheep on that commonage those already doing so will be required, because of the cap, to reduce the number...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Use of Commonage Lands: Discussion (Resumed) with UFA and IFA (26 Feb 2013)

Éamon Ó Cuív: We have no problem doing so if the IFA supports a strong Pillar 1.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Use of Commonage Lands: Discussion (Resumed) with UFA and IFA (26 Feb 2013)

Éamon Ó Cuív: Is Mr. Bryan not also surprised that the Department of Agriculture, Food and the Marine, which was briefing us on the update to the Common Agricultural Policy last Thursday-----

Joint Oireachtas Committee on Agriculture, Food and the Marine: Use of Commonage Lands: Discussion (Resumed) with UFA and IFA (26 Feb 2013)

Éamon Ó Cuív: I am sorry; I am talking about the position of the President of the Council, namely the Minister, Deputy Coveney. We were debriefed on Thursday and no coefficient was mentioned.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Use of Commonage Lands: Discussion (Resumed) with UFA and IFA (26 Feb 2013)

Éamon Ó Cuív: Is it in the Presidency proposal?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Use of Commonage Lands: Discussion (Resumed) with UFA and IFA (26 Feb 2013)

Éamon Ó Cuív: I know but we were told last Thursday that the Presidency would be putting out the reply yesterday. Therefore, I am not interested in what all the other countries are proposing because that was already read-----

Joint Oireachtas Committee on Agriculture, Food and the Marine: Use of Commonage Lands: Discussion (Resumed) with UFA and IFA (26 Feb 2013)

Éamon Ó Cuív: Do the delegates agree with the approach involving the authorities determining the numbers of stock?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Use of Commonage Lands: Discussion (Resumed) with UFA and IFA (26 Feb 2013)

Éamon Ó Cuív: I have a brief question for Mr. Tom Fadian, whom I believe lives in Achill. What percentage of farmers with rights on the hill in Achill would have been in REPS, even when it was freely available?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Use of Commonage Lands: Discussion (Resumed) with UFA and IFA (26 Feb 2013)

Joint Oireachtas Committee on Agriculture, Food and the Marine: Use of Commonage Lands: Discussion (Resumed) with UFA and IFA (26 Feb 2013)

Éamon Ó Cuív: One can easily work it out. The average hill farm is 30 hectares and if farmers are receiving €100 per hectare-----

Joint Oireachtas Committee on Agriculture, Food and the Marine: Use of Commonage Lands: Discussion (Resumed) with UFA and IFA (26 Feb 2013)

Éamon Ó Cuív: The figure is correct but it does not give average farm size. What it proves is that there is a bigger distribution of farm size in the mountain areas, in other words, farms are much smaller and the average size is smaller.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Use of Commonage Lands: Discussion (Resumed) with UFA and IFA (26 Feb 2013)

Éamon Ó Cuív: Mr. Gunning is missing my point. I accept what he says but there were more larger farmers as well as more smaller farms. The Department gave me the figures. The people with the lowest single farm payment also have the smallest farms. That is a fact and I can provide Mr. Gunning with a copy of the reply to my parliamentary question on the matter.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Use of Commonage Lands: Discussion (Resumed) with UFA and IFA (26 Feb 2013)

Éamon Ó Cuív: It is a fair hike. The guys with the tractors on the lowlands would think it was very hard work. The answer to the problem is to pay decently for GAEC in the single payment. I do not believe there will be a significant REP scheme the next time around because with greening in the single payment, it will be very hard to justify it. I know the way Europe deals with this. Last Thursday...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Use of Commonage Lands: Discussion (Resumed) with UFA and IFA (26 Feb 2013)

Éamon Ó Cuív: I welcome the delegation from the IFA, in particular its president, Mr. John Bryan, as well as Mr. Gerry Gunning, Mr. Tom Fadian and Mr. Flor McCarthy. They had a significant advantage over the committee, even though we are a committee of elected representatives, in that from what they have said, they were involved in the negotiations for a year. We became aware of the plans just before the...
