Finance Bill 2017: Report Stage (Resumed) (22 Nov 2017)

Pearse Doherty: If I may-----

Finance Bill 2017: Report Stage (Resumed) (22 Nov 2017)

Pearse Doherty: What does that mean?

Finance Bill 2017: Report Stage (Resumed) (22 Nov 2017)

Pearse Doherty: Is it possible to recommit the amendment to allow us to discuss it further?

Finance Bill 2017: Report Stage (Resumed) (22 Nov 2017)

Pearse Doherty: On a point of order, I believe the Minister misheard me. I asked for his discretion to recommit the amendment and discuss it on Committee Stage. I do not want to vote against the amendment but the Minister will force me to do so because there is no clarity on certain issues. While incentivising crèches is a good idea - I am not sure the same applies to fitness centres - this proposal...

Finance Bill 2017: Report Stage (Resumed) (22 Nov 2017)

Pearse Doherty: I was going to ask about the origins of the child care aspect and the gymnasium part of the measure. Will the Minister explain the allowance? I think I understood him correctly. The amendment allows for 100% of the cost to be drawn down in one year. Is that correct? Is it 15% over six years and 10% in the remaining year? What is the situation currently for capital allowances if an...

Finance Bill 2017: Report Stage (Resumed) (22 Nov 2017)

Pearse Doherty: My question related to capital allowance for six years at 15%. Is that comparable to what is in place now? Are companies or individuals entitled to capital allowances if they construct a gymnasium, fitness centre or crèche at this stage? Are they entitled to claim capital allowances? That was my original question. I also asked about anti-avoidance mechanisms. Let us suppose two...

Finance Bill 2017: Report Stage (Resumed) (22 Nov 2017)

Pearse Doherty: I know why this amendment only calls for a report. It is because that is the way we have to table amendments. The intention is to have a link between DIRT tax and exit tax but, given the fact that people will be getting ready to make their beds in different doorways tonight, or to go into emergency accommodation, there are far more important areas where we can spend the scant resources of...

Finance Bill 2017: Report Stage (Resumed) (22 Nov 2017)

Pearse Doherty: I will add my support to this amendment. I know it will not be pressed. Fair play to Mick for taking into account the considerations of Deputy McGrath's wife.

Finance Bill 2017: Report Stage (Resumed) (22 Nov 2017)

Pearse Doherty: We will not get into any more "he said, she said", as we have had enough of that all day. There is an issue, and I have heard the Minister's comments about certainty. It has happened many times that provisions have been put into a finance Bill to give certainty over three years. If a company was getting into this in a big way, it would be a serious consideration that it could change. The...

Written Answers — Department of Health: Health Services Provision (22 Nov 2017)

Pearse Doherty: 173. To ask the Minister for Health when a person (details supplied) in County Donegal will receive an appointment from the HSE speech and language service and the psychology service; and if he will make a statement on the matter. [49617/17]

Written Answers — Department of Employment Affairs and Social Protection: Jobseeker's Allowance Payments (22 Nov 2017)

Pearse Doherty: 239. To ask the Minister for Employment Affairs and Social Protection if the parents of foster children whose attention was not drawn to the fact that they could declare foster children as child dependants on the jobseeker’s allowance payment can have this payment backdated to when they first started caring for the foster children; and if she will make a statement on the matter. [49582/17]

Justice Issues: Statements (21 Nov 2017)

Pearse Doherty: The Tánaiste repeatedly expressed confidence in her.

Justice Issues: Statements (21 Nov 2017)

Pearse Doherty: The Tánaiste supported her.

Justice Issues: Statements (21 Nov 2017)

Pearse Doherty: The Tánaiste expressed confidence in her knowing that.

Justice Issues: Statements (21 Nov 2017)

Pearse Doherty: The Tánaiste was aware in 2014, when Deputy Martin handed over the file from the individual who met with him which related to allegations of sexual abuse against Sergeant Maurice McCabe. The file was examined by the DPP which issued no prosecution. The Tánaiste was aware of that because she was the Minister who had to pass that on to the independent review mechanism. When she saw...

Finance Bill 2017: Report Stage (21 Nov 2017)

Pearse Doherty: This relief is widely available. As I said earlier, 292,000 families benefit from it. This amendment puts a freeze on it. One could freeze the local property tax or do other things but this has a direct benefit, particularly for those who are struggling to pay their mortgages at this point in time. Some of those who are having difficulties keeping a roof over their heads are benefitting...

Finance Bill 2017: Report Stage (21 Nov 2017)

Pearse Doherty: Obviously a wide range of people and families avail of this relief. Some of them are in mortgage distress while others are not in such distress. Similarly, some people who are in mortgage distress are not getting the benefit of this relief. All of that is taken into account. We have what appears to be a ramping up of evictions and I expect that to continue over the next period of time...

Finance Bill 2017: Report Stage (21 Nov 2017)

Pearse Doherty: -----this is why we are elected. It is in this House that we decide whether we are cutting or increasing taxes. The vote before Members is very simple. It is to keep, for 2018, 100% mortgage interest relief and for anybody who claims he or she would love to bring that about, it is very simple. He or she just has to press the right button. Anybody who wants to cut the relief to 75% can...

Finance Bill 2017: Report Stage (21 Nov 2017)

Pearse Doherty: It is incredible for the junior Minister for Finance to state that the first question the companies which come here ask him - all of them, I think he said - is the entry threshold to the 40% tax rate. It is also incredible and non-factual to state that we were borrowing €15 billion for ten years to pay social welfare recipients.
