Committee on Agriculture, Food and the Marine: Joint Sub-Committee on Fisheries: Aquaculture and Tourism: Discussion with Department of Agriculture, Food and the Marine (20 Mar 2013)

Éamon Ó Cuív: BIM is applying for the licence in these cases. It could choose to operate land bases and the operators would not have a choice because there would be no licence for sea-based farms, and if they want a sea-based licence let them go and fry.

Topical Issue Debate: Common Agricultural Policy Negotiations (20 Mar 2013)

Éamon Ó Cuív: I am addressing the issues.

Topical Issue Debate: Common Agricultural Policy Negotiations (20 Mar 2013)

Éamon Ó Cuív: That we should get a sugar industry?

Topical Issue Debate: Common Agricultural Policy Negotiations (20 Mar 2013)

Éamon Ó Cuív: It is. We know that. The next issue is clarification of the decision about a national capping of the maximum amount of payment to any single farmer. Do I take it that, basically, the only option left as far as the Council is concerned is the capping à la the Commission only on a voluntary basis? If that is the situation, it is very retrograde. Furthermore, I am curious to know...

Topical Issue Debate: Common Agricultural Policy Negotiations (20 Mar 2013)

Éamon Ó Cuív: I have an extra minute for interruptions. Is the greening optional on an individual basis or on a national basis? Obviously, it is very much in the interests of the large farmers with the very high payments. Will the Minister also confirm the situation with stacking? Will people who are able to stack payments, in other words they did not have the land the last time, be able to re-stack...

Committee on Agriculture, Food and the Marine: Joint Sub-Committee on Fisheries: Aquaculture and Tourism: Discussion with Department of Agriculture, Food and the Marine (20 Mar 2013)

Éamon Ó Cuív: I understand this is a global proposal from BIM.

Committee on Agriculture, Food and the Marine: Joint Sub-Committee on Fisheries: Aquaculture and Tourism: Discussion with Department of Agriculture, Food and the Marine (20 Mar 2013)

Éamon Ó Cuív: I asked why there is a policy to go for huge farms. If this were so lucrative it is curious that the existing farms have not been growing in the past ten years. There are a number of existing fin fish farms, including one owned by a very large company off Clare Island. If all this were so lucrative and positive I would have thought that the Clare Island operation would have expanded....

Éamon Ó Cuív: I know that the BIM spiel is-----

Committee on Agriculture, Food and the Marine: Joint Sub-Committee on Fisheries: Aquaculture and Tourism: Discussion with Department of Agriculture, Food and the Marine (20 Mar 2013)

Éamon Ó Cuív: I would be really interested in that.

Topical Issue Debate: Common Agricultural Policy Negotiations (20 Mar 2013)

Éamon Ó Cuív: Ba mhaith liom buíochas a ghlacadh leis an Aire as ucht teacht anseo um trathnóna agus an cheist seo a thógáil mar tá a fhios agam go raibh sé gnóthach le dhá lá anuas le Comhdháil na n-Airí thall san Eoraip. I thank the Minister for coming into the House because he has been busy for the past few days. First, I wish to register my...

Committee on Agriculture, Food and the Marine: Joint Sub-Committee on Fisheries: Aquaculture and Tourism: Discussion with Department of Agriculture, Food and the Marine (20 Mar 2013)

Éamon Ó Cuív: Mr. Beamish said that in one case there was a 1% difference in the number that returned. That looks very small. However, if 5% returned in one case and 6% in the other case - because Mr. Beamish said that 95%, give or take, died at sea - that is a 20% difference in the number that returned, which is huge. Could Mr. Beamish confirm whether the 1% was on the 95% versus the 94%? Percentages...

Committee on Agriculture, Food and the Marine: Joint Sub-Committee on Fisheries: Aquaculture and Tourism: Discussion with Department of Agriculture, Food and the Marine (20 Mar 2013)

Éamon Ó Cuív: It does not give the figures.

Committee on Agriculture, Food and the Marine: Joint Sub-Committee on Fisheries: Aquaculture and Tourism: Discussion with Department of Agriculture, Food and the Marine (20 Mar 2013)

Éamon Ó Cuív: Dr. Beamish cannot clarify the figure of 1%.

Committee on Agriculture, Food and the Marine: Joint Sub-Committee on Fisheries: Aquaculture and Tourism: Discussion with Department of Agriculture, Food and the Marine (20 Mar 2013)

Éamon Ó Cuív: I am sorry; I was not being discourteous in not being here, as I was speaking in a Topical Issue debate on agriculture in the Dáil. There are too many things happening in one day, but that is life. I take it that what we are talking about here is the potential for aquaculture to create jobs in coastal communities.

Committee on Agriculture, Food and the Marine: Joint Sub-Committee on Fisheries: Aquaculture and Tourism: Discussion with Department of Agriculture, Food and the Marine (20 Mar 2013)

Éamon Ó Cuív: Aquaculture.

Committee on Agriculture, Food and the Marine: Joint Sub-Committee on Fisheries: Aquaculture and Tourism: Discussion with Department of Agriculture, Food and the Marine (20 Mar 2013)

Éamon Ó Cuív: One thing I am curious about is the "big bang" approach with outsiders, as opposed to steady growth in which one deals with the issues as one grows, promoted by locals who are sensitive to local interests. I am interested in why the Department seems to be going for this huge "big bang" approach under the aegis of BIM, which is obviously subject to ministerial policy direction. That...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Common Fisheries Policy Reform: Discussion with Department of Agriculture, Food and the Marine (20 Mar 2013)

Éamon Ó Cuív: Did Ireland make a proposal to change or extend the limits?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Common Fisheries Policy Reform: Discussion with Department of Agriculture, Food and the Marine (20 Mar 2013)

Éamon Ó Cuív: Do all 27 member states have an input in the process?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Common Fisheries Policy Reform: Discussion with Department of Agriculture, Food and the Marine (20 Mar 2013)

Éamon Ó Cuív: That means a number of countries which do not have a coast or significant coast are dictating to us. It is not a wonder that we cannot win because it would suit such countries if we did not have anything. Irish people have been kept in the dark about what is taking place. The Minister for Agriculture, Fisheries and Food has not made any effort to stir people up to his point of view.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Common Fisheries Policy Reform: Discussion with Department of Agriculture, Food and the Marine (20 Mar 2013)

Éamon Ó Cuív: My argument is that we did not even try. One can lose and go down fighting but at least one will have tried.
