Mark Daly: The reason amendment No. 5 was ruled out of order was not because of the practicalities of informing the local authorities, which is obviously of no cost to the Exchequer; it is simply an email. It was with regard to requiring the RTB to value the properties, which is not something it is able to do.

Mark Daly: I will be clear on this because the Senator brought it up and we are not on Committee Stage. She was asking in the amendment that the RTB would start valuing properties. That is not something it does and that would be a serious charge on the Exchequer.
