Seanad: Aviation Sector: Statements (21 Jun 2021)

Barry Ward: I welcome the Minister of State. I take on board what she said in her opening statement and what has been said by many contributors this evening. This is a tremendously important issue and the Government is doing everything it can, notwithstanding some of the accusations that have been made. It is really important that the digital green certificate is fast-tracked. There are certain...

Seanad: Planning and Development (Amendment) (No. 3) Bill 2021: Second Stage (18 Jun 2021)

Barry Ward: Cuirim fáilte roimh an Aire freisin. I agree with most of what has been said by others. It is hard for us to overstate the difficulty that councillors have had in doing just their general business over the past year or more, but going through the development plan process via videoconference is incredibly difficult. There is no opportunity afterwards to catch officials on the margins...

Seanad: An tOrd Gnó - Order of Business (15 Jun 2021)

Barry Ward: Today, as I understand it, 4,941 people in this country have died from Covid. It is a shocking statistic and only a fraction of the people touched by this awful disease. Some 250,000 people, for example, have recovered from it. As we hopefully come to the end of the most serious stage of this pandemic and hope that nobody will be added to that death toll, there are many people across the...

Seanad: Criminal Justice (Perjury and Related Offences) Bill 2018: [Seanad Bill amended by the Dáil] Report and Final Stages (15 Jun 2021)

Barry Ward: Is it proposed to continue this item until 1 p.m. given we started 15 minutes late, or must we conclude at 12.45 p.m.?

Seanad: Criminal Justice (Perjury and Related Offences) Bill 2018: [Seanad Bill amended by the Dáil] Report and Final Stages (15 Jun 2021)

Barry Ward: That is a pity because we have cut 15 minutes off this discussion on what is a Seanad Bill which was initiated by our former colleague. I was not a Member of the Oireachtas at the time but it is an excellent Bill which is overdue. I give credit to the Government for accepting it and moving it through the Houses and back to us now. It is important to recognise that all legislators have a...

Seanad: Criminal Justice (Perjury and Related Offences) Bill 2018: [Seanad Bill amended by the Dáil] Report and Final Stages (15 Jun 2021)

Barry Ward: I support the Minister of State with respect to the deletion of section 8. The original section 8 was well intended but it is clear from an examination of the various penalties involved in professional registrations that the section could potentially have impeded on the ability of regulatory bodies to penalise people who lied on applications, so it is important that that section be deleted.

Seanad: Criminal Justice (Perjury and Related Offences) Bill 2018: [Seanad Bill amended by the Dáil] Report and Final Stages (15 Jun 2021)

Barry Ward: Now.

Joint Oireachtas Committee on Justice, Defence and Equality: General Scheme of the Judicial Appointments Commission Bill 2020: Discussion (Resumed) (15 Jun 2021)

Barry Ward: I welcome both our witnesses and acknowledge the work they do to help us in our deliberations. I wish to raise a couple of issues, specifically with regard to what Mr. Herrick said about minimising Government discretion. This is not a surprise. The ICCL has been consistent on that line. Does Mr. Herrick accept that there is a democratic requirement for an element of Government discretion?...

Seanad: Nithe i dtosach suíonna - Commencement Matters: Tax Collection (14 Jun 2021)

Barry Ward: I raise the issue of professional withholding tax, which is a matter many will not know about because the only people affected are those who collect it and those who pay it. It affects many thousands of workers in this country who provide professional services to the State through local authorities, the HSE, Departments or whatever it might be. They include engineers, medical staff, lawyers...

Seanad: Nithe i dtosach suíonna - Commencement Matters: Tax Collection (14 Jun 2021)

Barry Ward: I thank the Minister of State for his response. I welcome the electronic element of this that is coming. It is absolutely welcome and Revenue is generally very good at putting these things online. I am delighted to hear the Minister of State saying this is all about the individual because that is exactly where I am coming from. The question I am asking is whether this is something Revenue...

Seanad: Gender Pay Gap Information Bill 2021: Second Stage (14 Jun 2021)

Barry Ward: I welcome the Bill, as have most speakers in the debate. I congratulate the Minister on bringing it forward. This is an issue of concern for a very long time. Some of my colleagues in the legal profession fought this battle decades ago and established in the courts the discrepancies in the way people were paid different amounts for the work they were doing. They deserve great credit for...

Seanad: Public Service Pay Bill 2020: Second Stage (14 Jun 2021)

Barry Ward: Cuirim fáilte roimh an Aire Stáit, duine atá mar chomharsa liom i nDún Laoghaire. D'fhreastail mé ar an gComhairle Contae Dhún Laoghaire–Ráth an Dúin leis an Aire Stáit freisin. Go háirithe sa chás sin, cuirim fáilte roimhe. I welcome the Bill. It is tremendously important as we return to some form of normality. After the...

Seanad: Counterfeiting Bill 2020: Second Stage (14 Jun 2021)

Barry Ward: Cuirim fáilte roimh an Aire Stáit go dtí an Seanad agus fáiltím roimh an mBille. Is Bille an-tábhachtach ar fad atá i gceist anseo, fiú go bhfuil sé ar an taobh teicniúil den chuid is mó. Is trua é nár bhaineamar an spriocdháta chun an treoir Eorpach a chur i bhfeidhm amach ach tá áthas orm fáilte a chur...

Seanad: Counterfeiting Bill 2020: Second Stage (14 Jun 2021)

Barry Ward: Next Monday.

Seanad: Health and Criminal Justice (Covid-19) (Amendment) Bill 2021: [Seanad Bill amended by the Dáil] Report and Final Stages (4 Jun 2021)

Barry Ward: The Senator said he was not going to-----

Seanad: Health and Criminal Justice (Covid-19) (Amendment) Bill 2021: [Seanad Bill amended by the Dáil] Report and Final Stages (4 Jun 2021)

Barry Ward: I got permission.

Seanad: Health and Criminal Justice (Covid-19) (Amendment) Bill 2021: [Seanad Bill amended by the Dáil] Report and Final Stages (4 Jun 2021)

Barry Ward: I did ask for permission.

Seanad: Health and Criminal Justice (Covid-19) (Amendment) Bill 2021: [Seanad Bill amended by the Dáil] Report and Final Stages (4 Jun 2021)

Barry Ward: Senator McDowell said he does not want to hog the time. We are now approximately five minutes away from the end of this session. If he does not want to hog the time, maybe he should be seated.

Joint Committee on the Irish Language, the Gaeltacht and the Irish Speaking Community: Curaclam Nua na hArdteistiméireachta: Conradh na Gaeilge (2 Jun 2021)

Barry Ward: Cuirim fáilte roimh Julian de Spáinn agus gabhaim buíochas leis as an méid atá ráite aige ansin. Feictear domsa gurb í príomhaidhm an athraithe seo ná díriú ar na bunchlocha, scileanna teanga agus cumarsáide, a thabhairt do na scoláirí nach bhfuil taithí acu ar Ghaeilge a úsáid agus staidéar níos...

Seanad: Maritime Jurisdiction Bill 2021: Committee and Remaining Stages (1 Jun 2021)

Barry Ward: I want to comment on this because I accept entirely the position of Senator Higgins and understand her concern. Obviously, a regulation could be made out of term but I do not think it would be usual for a "sitting day" provision to be put into legislation. This provision exists in lots of legislation and there has not been a problem with it to date. Perhaps the matter could be resolved by...
