Róisín Shortall: It did not seem to go any further within the Department because the Secretary General denied any knowledge of the letter. There is a serious breakdown in communications there somewhere. Was negotiating team which met with the Department of Public Expenditure, NDP Delivery and Reform aware of the content of that letter?
