- Public Accounts Committee: Tusla - Financial Statements 2016 (19 Oct 2017)
Seán Fleming: I have a question about the agencies to whom Tusla pays grants. This might be in the documentation or Mr. McBride could send it to the committee, but what percentage of those would be covered by service level agreements?
- Public Accounts Committee: Tusla - Financial Statements 2016 (19 Oct 2017)
Seán Fleming: This is an issue we will be raising with the HSE as well.
- Public Accounts Committee: Tusla - Financial Statements 2016 (19 Oct 2017)
Seán Fleming: Mr. McBride might send us a note on that. In particular, he should list-----
- Public Accounts Committee: Tusla - Financial Statements 2016 (19 Oct 2017)
Seán Fleming: It is. As I said at the beginning, the organisation had a difficult start and I understand that.
- Public Accounts Committee: Tusla - Financial Statements 2016 (19 Oct 2017)
Seán Fleming: Perhaps Mr. McBride would send us the information on that and list the largest ones with which Tusla does not have a service level agreement in place and the amounts they receive.
- Public Accounts Committee: Tusla - Financial Statements 2016 (19 Oct 2017)
Seán Fleming: Obviously they are the ones we would expect Tusla to deal with promptly.
- Public Accounts Committee: Tusla - Financial Statements 2016 (19 Oct 2017)
Seán Fleming: Yes. Mr. McBride could give the committee a short report on that. I have two final points. Domestic violence was mentioned by Deputy Connolly. Obviously, many protection orders and barring orders have been issued in the courts as a result of domestic violence and threats of such violence. Do Mr. McBride know how many were issued and how many children would have been in families where...
- Public Accounts Committee: Tusla - Financial Statements 2016 (19 Oct 2017)
Seán Fleming: Mr. McBride can understand why I think Tusla should.
- Public Accounts Committee: Tusla - Financial Statements 2016 (19 Oct 2017)
Seán Fleming: I would consider it an acid test. Given that we are talking about the safety of children, if somebody goes to court for a protection order in respect of their family home or a barring order I would have thought there would be some such mechanism. I realise many of these cases are heard in camera, but how else does Tusla know what is happening? In other words, there might be many children...
- Public Accounts Committee: Tusla - Financial Statements 2016 (19 Oct 2017)
Seán Fleming: Yes, but some of the protection orders are sought by family members without the involvement of the Garda.
- Public Accounts Committee: Tusla - Financial Statements 2016 (19 Oct 2017)
Seán Fleming: Mr. McBride might provide us with a note on whether there is a link. Perhaps I am opening an area where I think Tusla should have a link.
- Public Accounts Committee: Tusla - Financial Statements 2016 (19 Oct 2017)
Seán Fleming: The final issue-----
- Public Accounts Committee: Tusla - Financial Statements 2016 (19 Oct 2017)
Seán Fleming: That is fine. The final issue is that one of the most basic rights of a child in terms of child protection is a roof over their head. Page 44 of the report deals with homelessness. It is utterly inadequate. It states that homeless liaison was established in October 2015 to ensure Tusla meets its statutory obligations and organisational objectives in the area of homelessness. How many...
- Public Accounts Committee: Tusla - Financial Statements 2016 (19 Oct 2017)
Seán Fleming: Is there just one person acting as a liaison?
- Public Accounts Committee: Tusla - Financial Statements 2016 (19 Oct 2017)
Seán Fleming: Presumably, it is during office hours and not at night when issues-----
- Public Accounts Committee: Tusla - Financial Statements 2016 (19 Oct 2017)
Seán Fleming: I take Mr. McBride's point completely that not every child who does not have a permanent home is not in a loving family. I accept all that. However, he will understand that I consider children and homelessness to be the lightest part of what is an otherwise good report.
- Public Accounts Committee: Tusla - Financial Statements 2016 (19 Oct 2017)
Seán Fleming: While that is a policy issue, I have come to the same conclusion as Chairman.
- Public Accounts Committee: Tusla - Financial Statements 2016 (19 Oct 2017)
Seán Fleming: There are Tusla workers and community employment workers in some of the resource centres around the country.
- Public Accounts Committee: Tusla - Financial Statements 2016 (19 Oct 2017)
Seán Fleming: Does that include the Youthreach programme run by Education and Training Boards, ETBs?
- Public Accounts Committee: Tusla - Financial Statements 2016 (19 Oct 2017)
Seán Fleming: That is run by ETBs.
