Public Accounts Committee: Engagement with Nursing Homes Ireland (14 Jun 2018)

Catherine Murphy: Negotiation takes place with each individual nursing home. It cannot be with a group because that would be in the territory of cartels. The NTPF tries to get best value for money in a contractual arrangement. Is that done on the basis of "Take it or leave it"? How does the NTPF negotiate with individual nursing homes? If I opened a nursing home tomorrow, how would I negotiate a price?

Public Accounts Committee: Engagement with Nursing Homes Ireland (14 Jun 2018)

Catherine Murphy: If one is negotiating on anything, one will seek best value for money. How much information does Mr. Daly think should be publicly disclosed? To play devil's advocate, were the NTPF to disclose various methodologies, would this put the fund at a significant disadvantage and increase its costs?

Public Accounts Committee: Engagement with Nursing Homes Ireland (14 Jun 2018)

Catherine Murphy: Is it a case of like for like?

Public Accounts Committee: Engagement with Nursing Homes Ireland (14 Jun 2018)

Catherine Murphy: I am trying to get a handle on this. Sometimes older buildings are more costly because they are not purpose-built. It might require additional staff to move people around and so on, and there can be historical costs such as pensions. Has Nursing Homes Ireland conducted an analysis or does it have the documentation to demonstrate that it is a like for like cost?

Catherine Murphy: Are the terms of reference for the review which has been promised but has not been undertaken still valid or has anything changed?

Public Accounts Committee: Engagement with Nursing Homes Ireland (14 Jun 2018)

Catherine Murphy: Presumably an appeals process would only apply if there was a methodology to measure it against. It is not relevant unless the review takes place.

Written Answers — Department of Jobs, Enterprise and Innovation: EU Directives (14 Jun 2018)

Catherine Murphy: 135. To ask the Minister for Jobs, Enterprise and Innovation if an analysis has been undertaken of proposed EU legislation regarding the directive on copyright in the digital Single Market particularly on Articles 11 and 13; if persons and stakeholders will be invited to make submissions in view of the potential impact here if the legislation is enacted; and if she will make a statement on...

Parental Leave (Amendment) Bill 2017: Report and Final Stages [Private Members] (13 Jun 2018)

Catherine Murphy: I wish to make a number of points about this. Deputy Shortall has made the point that this is and should be in addition to paid leave. There is a marked difference in how we approach children and childcare compared with many of our European counterparts, which see people having children as a good thing that needs to be supported in order that society can replenish itself and have people...

Housing: Motion [Private Members] (13 Jun 2018)

Catherine Murphy: I raised the issue of housing with the Taoiseach on Leader's Questions earlier today. I drew attention to the comments made by the United Nations special rapporteur on housing who is visiting Ireland this week. Those comments amount to us being told again that Ireland is failing abysmally in dealing with what is now a housing emergency and it is an escalating emergency. Ms Farha said that...

Leaders' Questions (13 Jun 2018)

Catherine Murphy: I asked the Taoiseach whether he would extend a formal invitation to Ms Farha. This would be an important thing to do in the development of strategies. We do not have a coherent housing strategy: we have primarily a market-led and very expensive response. Ms Farha pointed out some very tangible solutions in other areas, first and foremost in respect of the private rental sector and greater...

Leaders' Questions (13 Jun 2018)

Catherine Murphy: A year ago this week the Taoiseach took office and told us of his vision of a republic of opportunities. That anniversary coincides with a visit from the UN special rapporteur on adequate housing, Ms Leilani Farha. Ms Farha had one clear message, which is that Ireland is failing abysmally when it comes to housing. The Taoiseach speaks of the republic of opportunities but this morning, the...
