Martin Browne: If Mr. Ruane is making those decisions, surely there should be costings done to see if it is viable and cheaper to do up St. Brigid's or any building rather than go to a greenfield site and build new. Coming back to what Deputy Mattie McGrath says about planning, if anybody in this room went out tomorrow and tried to get planning permission on a floodplain, he or she would be turned down....
