Joint Oireachtas Committee on Agriculture, Food and the Marine: General Scheme of the Veterinary Practice (Amendment) Bill 2021: Discussion (Resumed) (20 Oct 2021)

Joe Flaherty: That is fine. Coming back to professional indemnity, which each vet and nurse in a practice would have, my colleague, Deputy Cahill, made a good point about a practice operating that did not have a vet at a particular point. Hypothetically, if I went into a practice and got medication for my in-foal mare and she tragically died, what would my recourse be?

Joint Oireachtas Committee on Agriculture, Food and the Marine: General Scheme of the Veterinary Practice (Amendment) Bill 2021: Discussion (Resumed) (20 Oct 2021)

Joe Flaherty: No. I would have gone in and got the medication but there would have been no vet in that practice. I have no recourse then because there is no professional indemnity.

Joint Oireachtas Committee on Agriculture, Food and the Marine: General Scheme of the Veterinary Practice (Amendment) Bill 2021: Discussion (Resumed) (20 Oct 2021)

Joe Flaherty: If there was a two-month period when there was no vet in a practice it comes back to the issue of ownership and the policing of same. More specifically, going back to the Veterinary Practice Act 2005, which according to the report of the Competition and Consumer Protection Commission would appear to prohibit vets from incorporating. I am conscious that Ms Muldoon said that the VCI does not...

Joint Oireachtas Committee on Agriculture, Food and the Marine: General Scheme of the Veterinary Practice (Amendment) Bill 2021: Discussion (Resumed) (20 Oct 2021)

Joe Flaherty: Ms Muldoon will probably feel we are going back over the same issue but I would make the point that the VCI probably should have been doing that. If there was a specific section in the 2005 Act that said that practices should not be incorporating then the VCI probably should have been doing that at the time. I accept that it was not being done. I will ask Ms Muldoon an easy question to...

Select Committee on Jobs, Enterprise and Innovation: Companies (Corporate Enforcement Authority) Bill 2021: Committee Stage (19 Oct 2021)

Joe Flaherty: I commend my constituency colleague, the Minister of State, Deputy Troy, on the manner and speed with which he has brought forward this Bill. It is important legislation. White-collar crime is a menace to society and has major consequences for the economy, nationally and internationally. This Bill is a defining moment in Ireland’s approach to addressing economic and white-collar...

Financial Resolutions 2021 - Financial Resolution No. 2: General (Resumed) (14 Oct 2021)

Joe Flaherty: I welcome budget 2022. It is an important first step in many key areas, namely, health, housing, education, social protection and mental health. Budgets by their nature are incremental and, over the coming years, we will start to see the full impact of budget 2022. It will be seen for what it is, that being, a real budget for change and a budget for a better Ireland. A key request for...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Nitrates Directive, Water Quality and Pollution: Discussion (13 Oct 2021)

Joe Flaherty: I thank the three speakers for the comprehensive overview. I will try not to go over what everybody has said previously. Looking at the nitrates concentration map in figure 1 in their report, if I draw a diagonal line from Belfast towards Kerry, it is telling that the bulk of the issue with nitrates is in the south and south east, as they rightly allude to it. You could probably think...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Nitrates Directive, Water Quality and Pollution: Discussion (13 Oct 2021)

Joe Flaherty: Dr. Cotter stated a number of times that agriculture represents the greatest threat to 1,000 water sources in the country but that is not the case. If I draw a diagonal line on the map, in probably half the country there is a high number of small and medium farmers, predominantly of sucklers, who are not the catalyst in respect of the nitrogen issue. I acknowledge that our guests have come...

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: General Scheme of the Consumer Rights Bill 2021: Discussion (13 Oct 2021)

Joe Flaherty: I thank the departmental officials for participating in this meeting. It is great to see this Bill. It is welcome and important legislation. Keeping up with the sector is probably difficult, given that there is so much change and innovation and so many new concepts, particularly online. The grey and black lists will be set out in the legislation and will try to keep pace with what is a...

Joint Oireachtas Committee on Housing, Planning and Local Government: Traveller Accommodation: Department of Housing, Local Government and Heritage (12 Oct 2021)

Joe Flaherty: I commend my constituency colleague on his work to date. He has great enthusiasm for this issue, particularly for the Traveller community. The OCO report was welcome and it has shone a harrowing light on the challenges that many in the Traveller community are facing. We all agree that our transient and halting site accommodation is substandard and has to be addressed as a matter of urgency....

Joint Oireachtas Committee on Housing, Planning and Local Government: Expert Group Review of Traveller Accommodation: Discussion (12 Oct 2021)

Joe Flaherty: My apologies Chairmen; I was trying to multi-task and that is dangerous for a politician. I thank Mr. Joyce and Mr. Cummins for coming in. I appreciate Mr. Joyce's passion, in particular. I feel embarrassed as an elected representative that many of these issues are continuing. My earnest hope is that over the coming 12 months, we will see some progress, particularly with regard to...
