Paul Daly: In layman's terms, if the council is to represent its people, it has to have an input into ownership because this means that non-veterinary-owned practices will not be doing TB testing. We all know where that will lead so the council must have a role in that regard.

Paul Daly: I rest my case. A corporate-owned practice cannot carry out TB testing so the large animal will be dropped. Such practices will not provide the service in an area because they cannot draw down wages for doing TB testing.
