Joint Oireachtas Committee on Agriculture, Food and the Marine: Dangerous Dog Breeds and Sheep Worrying: Discussion (1 Feb 2023)

Seanad: Nithe i dtosach suíonna - Commencement Matters: Urban Development (31 Jan 2023)

Victor Boyhan: It is the first I have been in the Chamber when the Minister of State, Deputy O’Donnell, has been here. I congratulate him on what I think is one of the best jobs in government, which relates to local government. I know he has much experience in that and I wish him well. I raise the issue of urban regeneration. There has been much talk about it.Funding under the urban regeneration...

Seanad: Nithe i dtosach suíonna - Commencement Matters: Urban Development (31 Jan 2023)

Victor Boyhan: I will be very brief. I am conscious of time and I know the Acting Chairperson is under pressure. I will make four key points. The reality is that the circular issued by the Department yesterday confirmed that €1.5 billion was allocated. We have had calls 1 and 2, we are heading into call 3 and, to date, only €144 million has been drawn down. That has to be of concern. I...

Seanad: An tOrd Gnó - Order of Business (31 Jan 2023)

Victor Boyhan: This week the Dáil will be discussing and, I presume, passing the Mother and Babies Institutional Payment Scheme Bill 2022. At least that is its intention. I do not want to rehash all of that today. Suffice it to say, the Bill is in the Dáil and many of us have received hundreds and hundreds of emails about it. I tend to respond to them all as a collective group because it is...

Joint Oireachtas Committee on Housing, Planning and Local Government: General Scheme of the Marine Protected Areas Bill 2023: Discussion (resumed) (31 Jan 2023)

Victor Boyhan: I welcome Professor Crowe. I have read a bit about him and clearly he has considerable experience in this. I know he was chair of the expert advisory group whose report was very interesting. I looked at the 60 recommendations and I will touch on them in a few moments. We read the submission he made to the committee and I wish to take up some of the issues. At point 3 he stated that, of...

Seanad: An tOrd Gnó - Order of Business (26 Jan 2023)

Victor Boyhan: I have just come from a meeting of the Committee of Public Accounts at which there was a very robust engagement by parliamentarians with the Secretary General of the Department of Housing, Local Government and Heritage on the failure by the Department to draw down and spend all its money for last year and the carryover from the year before. I will not get into all the statistics and numbers...

Joint Oireachtas Committee on Housing, Planning and Local Government: General Scheme of the Marine Protected Areas Bill 2023: Discussion (26 Jan 2023)

Victor Boyhan: I will be brief. Not to make another excuse, but I must appear in the Seanad. I hope there will be other members contributing. There may be some online. I welcome the officials. This is important legislation. From a general perusal of the scheme, it is encouraging and positive. I will ask a few questions while poddling around the various heads. The first head that comes to mind is head...

Joint Oireachtas Committee on Housing, Planning and Local Government: General Scheme of the Marine Protected Areas Bill 2023: Discussion (26 Jan 2023)

Victor Boyhan: Will Mr. Cronin confirm that? What is the thought process behind a period of four weeks? Will he tease this matter out with me?

Joint Oireachtas Committee on Housing, Planning and Local Government: General Scheme of the Marine Protected Areas Bill 2023: Discussion (26 Jan 2023)

Victor Boyhan: It is four weeks from the date of publication of the ocean environmental policy. That is far too short for engagement. I want the officials to take this point away and to think about it. I would oppose this provision rigorously. It is not right. A public consultation period of four weeks is too tight. People have to be notified and engaged with, the time of year is a factor, etc. There...

Joint Oireachtas Committee on Housing, Planning and Local Government: General Scheme of the Marine Protected Areas Bill 2023: Discussion (26 Jan 2023)

Victor Boyhan: Prescribed bodies are a bit more in-depth and tend to be focused on, for instance, issues like the Aarhus Convention. They are environmental and very focused. The main plank in all of this is the geographical definition of a maritime area, its character, conservation, protection, species, habitats, assessments, ecosystems and cultural systems. I even saw spiritual in there somewhere....

Joint Oireachtas Committee on Housing, Planning and Local Government: General Scheme of the Marine Protected Areas Bill 2023: Discussion (26 Jan 2023)

Victor Boyhan: The Aarhus Convention and head 25 deal with the open access data, which is important. It is all about transparency, engagement, participation and the principles. Are the witnesses satisfied this scheme is fully compliant with the Aarhus Convention and all of its objectives? Do the witnesses have concerns or doubts?
