Joint Oireachtas Committee on Health: Hospital Doctor Retention and Motivation Project: Discussion (23 Mar 2022)

Martin Conway: Sure. I support what Deputy Shortall said about engagement at the highest level. It is a question of at least trying to achieve quick wins. In this day and age, it is hard to believe that a canteen would close at 4 p.m. I would consider addressing a number of these kinds of issues to involve quick wins. They will not solve the problem but they should happen in the short term. For the...

Seanad: Nithe i dtosach suíonna - Commencement Matters: Hospital Overcrowding (22 Mar 2022)

Martin Conway: Hear, hear. Gabhaim buíochas leis an gCathaoirleach Gníomhach agus leis an Aire Stáit, who is very welcome to the House. I agree with the sentiments of my colleague, Senator Byrne, who, like me, has been inundated with people’s views on what is happening in Limerick. It is not at all attractive and is not something we can stand over. In spite of the great work being...

Seanad: Nithe i dtosach suíonna - Commencement Matters: Hospital Overcrowding (22 Mar 2022)

Martin Conway: Over the past decade, anything the senior management team in Limerick Hospital has looked for, it has got. The Government has stood up to the plate on each and every occasion when a request has gone in, even to the stage of committing to build a new 96-bed unit, which I believe has gone out for tender and which will in real terms create 48 beds. That is happening. Everything the team has...

Seanad: An tOrd Gnó - Order of Business (22 Mar 2022)

Martin Conway: Gabhaim buíochas, a Leas-Chathaoirligh. County Clare is one of the counties that has welcomed a significant number of Ukrainian refugees in the past number of days. Almost 1,000 refugees from Ukraine are now living among us in north and west Clare. Of those, 500 are in the town of Lisdoonvarna and almost another 200 are in the village of Ballyvaughan, just up the road. That brings...

Joint Committee On Health: General Scheme of the Mental Health (Amendment) Bill 2021: Discussion (Resumed) (22 Mar 2022)

Martin Conway: I thank our guests in the first instance for their time in being here this morning. These engagements are very important. Dr. Martin is clearly not at all happy with this legislation. Can he tell me if there is any element of the proposed Bill that he is satisfied with?

Joint Committee On Health: General Scheme of the Mental Health (Amendment) Bill 2021: Discussion (Resumed) (22 Mar 2022)

Martin Conway: This is the issue. Dr. Martin says that the human rights element is admirable and I agree with him. How would he go about achieving what we want in respect of human rights and equipping the service user, or whatever one wants to call the person, to advocate for themselves? The objective of this legislation is to try to give people as much freedom as possible and as much scope as possible...

Joint Committee On Health: General Scheme of the Mental Health (Amendment) Bill 2021: Discussion (Resumed) (22 Mar 2022)

Martin Conway: We all acknowledge that the vast majority of practitioners go about their business in an honourable, ethical way but our responsibility as legislators is to ensure there are measures in place to protect people in the minority of cases where that does not happen. I am sure Dr. Martin will understand that. I thank him for sharing his personal experience with us because it certainly helps to...

Joint Committee On Health: General Scheme of the Mental Health (Amendment) Bill 2021: Discussion (Resumed) (22 Mar 2022)

Martin Conway: I have one final question. On the issue in regard to where a child wants help and a guardian does not and refuses to admit the child, will the witnesses elaborate a little more on that? That would be a very difficult situation. What is the view on that? What has their experience been when that happens?

Joint Committee On Health: General Scheme of the Mental Health (Amendment) Bill 2021: Discussion (Resumed) (22 Mar 2022)

Martin Conway: I am conscious of my time. I beg the Chairperson's indulgence for one final question.

Joint Committee On Health: General Scheme of the Mental Health (Amendment) Bill 2021: Discussion (Resumed) (22 Mar 2022)

Martin Conway: That makes sense. The latter part of my question relating to that is if there are Ukrainian students currently studying abroad, will the college engage with them so they can continue their studies here?

Joint Committee On Health: General Scheme of the Mental Health (Amendment) Bill 2021: Discussion (Resumed) (22 Mar 2022)

Martin Conway: I met a young person who had completed five years studying medicine in Ukraine. This person had to flee and wants to continue their studies in Ireland. Similarly, in respect of Dr. Martin's profession, if an individual has done three or four years study in Ukraine, will the college recognise that and take that person in to complete his or her studies in the College of Psychiatrists of Ireland?

Joint Committee On Health: General Scheme of the Mental Health (Amendment) Bill 2021: Discussion (Resumed) (22 Mar 2022)

Martin Conway: If somebody has completed his or her primary degree and wishes to undertake a postgraduate course with the college, has it done any body to work to see how it can help? In other words, how can it help the people who may wish to continue their studies in the College of Psychiatrists of Ireland?

Joint Committee On Health: General Scheme of the Mental Health (Amendment) Bill 2021: Discussion (Resumed) (22 Mar 2022)

Martin Conway: I have no doubt that is what happens in the vast majority of cases. I have one final question. We are in a situation, as is the rest of Europe now, where Ukrainian refugees are coming to our country. We expect we will have anything up to 200,000 of them. Have the representatives looked at recognising the qualifications of citizens from Ukraine to practise in Ireland?

Seanad: Nithe i dtosach suíonna - Commencement Matters: General Practitioner Services (9 Mar 2022)

Martin Conway: I welcome the Minister of State back to the House and thank her for taking this Commencement matter. Shannondoc is a community healthcare service, a co-operative of doctors as it were, in the mid-west region to provide out-of-hours service. We can recall how years ago, doctors were on call all the time. It could be 6 p.m. or 8 p.m. it did not matter; doctors were still on call. In order...

Seanad: Nithe i dtosach suíonna - Commencement Matters: General Practitioner Services (9 Mar 2022)

Martin Conway: I again thank the Minister of State for coming to the Chamber with a logical answer to an important question. Of course, Covid has been a problem and much healthcare ended up being stalled because of it. Progress, and the incremental progress we like to see, has been challenged. The problem with Shannondoc is that on many occasions there has been no cover. That was simply down to the...

Seanad: Brain Health and Dementia: Statements (9 Mar 2022)

Martin Conway: It is humbling listening to Senator Mullen sharing his experience of the on-the-ground reality of his father having dementia. I regularly spoke to him in the latter years of his father's life. Rónán always bore the challenge, which it is and was, with dignity and compassion. I really admired the way he and his family did that over the years. It is a lesson to everyone. It is...
