Joint Oireachtas Committee on Health: Impact of Covid-19 on Neurological Services, Care and Capacity: Neurological Alliance of Ireland (30 Mar 2022)

Seán Kyne: I welcome Ms Rogers and Professor Hardiman. I acknowledge the campaigning work of the Neurological Alliance of Ireland. All Oireachtas Members received copious emails before Christmas and since from its members and other people advocating on behalf of family members and loved ones, with some success. That has to be acknowledged. Ms Rogers mentioned that outpatient lists are now...

Joint Committee on the Irish Language, the Gaeltacht and the Irish Speaking Community: An tAire Dlí agus Cirt: Plé. (30 Mar 2022)

Seán Kyne: Tá sé dearfach go bhfuil na huimhreacha níos airde ó thaobh na n-iarratasóirí de ach is é an rud is tábhachtaí ná an mbeidh céatadán de ghardaí nua atá inniúil sa Ghaeilge ann ag deireadh an phróisis a dtagann leis an 20% sin. Is é sin an cheist is tábhachtaí. Ba cheart go mbeidh próiseas...

Seán Kyne: The Order of Business is No. 1, motion re Technological Universities Act 2018 (Section 36) (Appointed Day) (No. 2) Order 2022 - back from committee, to be taken on the conclusion of the Order of Business, without debate; No. 2, Health (Miscellaneous Provisions) Bill 2022 – Committee Stage, to be taken at 4.45 p.m. and to adjourn at 5.30 p.m., if not previously concluded; No. 3,...

Seanad: An tOrd Gnó - Order of Business (29 Mar 2022)

Seán Kyne: I thank all Senators for their contributions this afternoon on a wide array of subjects. Senator Malcolm Byrne, supported by Senators Maria Byrne, Dolan and Buttimer, talked about leaving certificate reform and the welcome introduction of two new subjects, namely, climate action and sustainable development and drama, film and theatre, from 2024. The Minister, Deputy Foley, has set out a...

Seanad: Technological Universities Act 2018 (Section 36) (Appointed Day) (No. 2) Order 2022: Motion (29 Mar 2022)

Seán Kyne: I move: That Seanad Éireann approves the following Order in draft: Technological Universities Act 2018 (Section 36) (Appointed Day) (No. 2) Order 2022, copies of which have been laid in draft form before Seanad Éireann on 23rd February, 2022.

Seanad: Impact on Farming Sector Arising from the Situation in Ukraine: Statements (29 Mar 2022)

Seán Kyne: I welcome the Minister to the Chamber to discuss this important area. Hindsight is wonderful and this time last year no one predicted a war in Ukraine and the situation we are in. It has happened, despite the best intentions of the vast majority of decent people across the world. As a result there has been an impact on lives and livelihoods and mass migration from Ukraine. The impact this...

Seanad: Impact on Farming Sector Arising from the Situation in Ukraine: Statements (29 Mar 2022)

Seán Kyne: I commend the Minister and the Department on the tillage schemes that have been put in place. I also commend them on the €12.2 million package to attract farmers to grow more grains this year to mitigate the events in Ukraine and their impact on important inputs for our milk, beef, poultry and pig sectors. The supports that have been put in place will make a difference and all we can...

Seanad: An tOrd Gnó - Order of Business (10 Mar 2022)

Seán Kyne: I welcome the establishment of the national fodder and food security committee. I invite the Minister and Ministers of State from that Department to come to the House once we return after the St Patrick's Day break. I understand from the Minister of State at the Department, Deputy Heydon, that we can expect to see a package of supports being prepared for farmers and finalised by the end of...

Seanad: Nithe i dtosach suíonna - Commencement Matters: Foreign Conflicts (9 Mar 2022)

Seán Kyne: I thank the office of the Cathaoirleach for choosing this very important matter for debate. I welcome the Minister of State, Deputy Malcolm Noonan. We see before our eyes the tragedy unfolding across Ukraine, where, a fortnight ago, people were living their lives, perhaps in trepidation and fear, but as normally as possible in their own country. Now, we see people leaving in their...

Seanad: Nithe i dtosach suíonna - Commencement Matters: Foreign Conflicts (9 Mar 2022)

Seán Kyne: I thank the Minister of State for the comprehensive response. It is quite clear that the Government is doing all it can. It is acting proactively and quickly. Of course, we are dealing with vulnerable people who have been through a trauma, who are leaving family and loved ones behind and who have seen their lives destroyed. They are particularly vulnerable to individuals who may not have...

Seanad: Seachtain na Gaeilge: Ráitis (9 Mar 2022)

Seán Kyne: Cuirim fáilte roimh an Aire agus roimh an Aire Stáit, freisin. Is deas an rud é an tAire a fheiceáil anseo ag na ráitis. Tapaím an deis seo chun aitheantas a thabhairt agus mo bhuíochas a ghlacadh leis an Roinn, le hÚdarás na Gaeltachta, leis na heagrais Gaeilge, Foras na Gaeilge agus Conradh na Gaeilge as ucht na sároibre atá ar bun...

Joint Oireachtas Committee on Health: Overcrowding Crisis in Hospitals: Discussion (9 Mar 2022)

Seán Kyne: I was following deliberations from the office, but I was in and out because I had a number of things in the Seanad as well. I thank the witnesses for attending this morning and all the work their staff have been doing every day, but particularly during the Covid period. The INMO submission on overcrowding states that nearly 7,600 assaults on HSE staff were reported last year, of which...

Joint Oireachtas Committee on Health: Overcrowding Crisis in Hospitals: Discussion (9 Mar 2022)

Seán Kyne: I am conscious of the sort of Friday night and Saturday night revelries that go on, and end up with people under the influence in emergency departments, in the context of what is happening to Ms McGowan's staff.

Joint Oireachtas Committee on Health: Overcrowding Crisis in Hospitals: Discussion (9 Mar 2022)

Seán Kyne: Absolutely. I would like to return to the discussion on the retention of graduate nurses and doctors in this country. No single issue is solely to blame for this problem. Issues like pay, the cost of living, work pressures and the draw of living abroad have to be considered. Do we have any figures on the percentage of nurses and doctors who eventually return home? It might be their plan...

Joint Oireachtas Committee on Health: Overcrowding Crisis in Hospitals: Discussion (9 Mar 2022)

Seán Kyne: That is certainly not good enough. If someone wants to come back and is promised incentives but does not get them, word will go back to people in Australia, Canada or elsewhere that Ireland is promising but not delivering on its promises. That is not good enough. We might have to try to follow that up with the Minister as well.

Joint Oireachtas Committee on Health: Overcrowding Crisis in Hospitals: Discussion (9 Mar 2022)

Seán Kyne: We will take that up as well. Ms Ní Sheaghdha said earlier in relation to a question about Limerick that 100 beds made no difference. I do not want to misquote her. Is that because there were not enough beds, there was not enough staffing, there was not enough utilisation or there were other issues at stake? What did she mean in that case? Obviously, we are all advocating for beds....

Joint Oireachtas Committee on Health: Overcrowding Crisis in Hospitals: Discussion (9 Mar 2022)

Seán Kyne: Perfect. As for the elective care issues, I think Dr. Molloy or someone else stated that we really need 24-7 inpatient beds in conjunction with elective hospitals. We have this debate in Galway because there are plans for an elective hospital at Merlin Park and for the emergency department at University Hospital Galway, UHG. Depending on traffic, there is a serious distance between them....

Joint Oireachtas Committee on Health: Overcrowding Crisis in Hospitals: Discussion (9 Mar 2022)

Seán Kyne: Yes, and, as it stands, the Saolta healthcare group has no plans for inpatient beds in Galway. Governments often get blamed, of course, in respect of funding, but funding is not available unless plans are put forward and progressed. There are effectively no plans by Saolta for inpatient beds at UHG. They were not even provided under the winter plan. There is no physical space and there...

Seanad: An tOrd Gnó - Order of Business (8 Mar 2022)

Seán Kyne: The Order of Business is No. 1, motion regarding the Data Protection Act 2018 (Access Modification) (Health) Regulations 2022, to be taken on the conclusion of the Order of Business without debate; No. 2, motion regarding the Technological Universities Act 2018 (Section 36) (Appointed Day) (No. 2) Order 2022, referral to committee, to be taken on the conclusion of No. 1, without debate; No....

Seanad: An tOrd Gnó - Order of Business (8 Mar 2022)

Seán Kyne: I thank all Senators for their contribution. Two themes stand out, the first being International Women's Day. I wish all women across the country and the world a happy International Women's Day. It is a global day celebrating the social, economic, cultural and political achievements of women but of course not everyone is going to enjoy this day in the same way as others. The second theme...
