Second, we in the committee can pass on information but we cannot come to a conclusion on this point without examining the funding of other organisations, which we will not be doing.

There is one view that the money was to Grace for compensation and another view that the funding went to the organisation to cover the costs it incurred in respect of Grace's care. Will Mr. O'Brien enlighten us in this regard?
