Written Answers — Department of Health: Nursing and Midwifery Board of Ireland (26 Sep 2019)

Catherine Connolly: 129. To ask the Minister for Health the status of the external investigation into the NMBI; the terms of reference of the investigation; the person or organisation undertaking the investigation; the timeframe for delivery of the external review; the anticipated cost of the review; and if he will make a statement on the matter. [39136/19]

Housing (Regulation of Approved Housing Bodies) Bill 2019: Second Stage (Resumed) (25 Sep 2019)

Catherine Connolly: I welcome the opportunity to contribute to the debate and I welcome the regulation, even though it has taken quite some time. My colleagues on the Committee of Public Accounts have pointed out this was raised at a number of meetings. We recognised the absence of regulation. We received a good presentation from the interim chair of the regulatory committee on this matter. What caught my...

Housing (Regulation of Approved Housing Bodies) Bill 2019: Second Stage (Resumed) (25 Sep 2019)

Catherine Connolly: That is good. Unless they have been updated, according to my figures, there are 547 voluntary housing associations of which 273 have signed up. My thought when I saw that was that we are reliant on 547 voluntary housing bodies to provide housing but they are completely unregulated. It was an extraordinary moment on the road to Damascus, as I said at a meeting of the Committee of Public...

Public Services Card: Statements (25 Sep 2019)

Catherine Connolly: I want to correct the record regarding a statement I made earlier. The Department's response to the report was 470 scanned pages. The reference is on page 20 of the DPC report, in paragraph 13. It notes that the response was unpaginated and included 28 appendices. Has a business case been carried out in respect of this project?

Public Services Card: Statements (25 Sep 2019)

Catherine Connolly: Was a business case carried out? If so, where is it and on what date was it done? I refer to the report's findings. Is the Department appealing all the findings? I presume it will not challenge the first finding, which finds in its favour, but is it appealing the other seven?

Public Services Card: Statements (25 Sep 2019)

Catherine Connolly: The business case is particularly important. There was no business case at the inception. The Minister stated that 3.9 million people now have cards. Can she explain when the business case was done? Did it set out the benefits, savings, and so on? If so, when was it done, and what was the total number of cards given out? Have the activation and renewal costs been included, as the cards...

Public Services Card: Statements (25 Sep 2019)

Catherine Connolly: I have no more questions. The business case is vital, because the Comptroller and Auditor General's report should not be used in the way it is being used. The Minister should read all of it. She is quoting arguments that were put by the Department at the time in response to concerns raised by the Comptroller and Auditor General. One of those concerns was that this was a new technology....

Public Services Card: Statements (25 Sep 2019)

Catherine Connolly: I sought a copy of the Minister's speech but none was available so I am not 100% au fait with its contents, although I heard her refer to the Comptroller and Auditor General. If one is referring to the Comptroller and Auditor General, there is a duty to read all of his report and there are 15 pages in that chapter. When I hear somebody quoting the Comptroller and Auditor General, without...

Ceisteanna ó Cheannairí - Leaders' Questions (25 Sep 2019)

Catherine Connolly: I have raised it with him, which is why I am raising it-----

Ceisteanna ó Cheannairí - Leaders' Questions (25 Sep 2019)

Catherine Connolly: It has been reported today in the media that there is a wide gap on Brexit between the EU and the UK and the Minister has referred to same. There is certainly a wide gap between Boris Johnson's understanding of the UK Supreme Court judgment and what the judges said. I will borrow from that language in a different area and, while we are talking about gaps, talk about the even wider gap...

Ceisteanna ó Cheannairí - Leaders' Questions (25 Sep 2019)

Catherine Connolly: Democracy is a fragile process. We know that from recent events in Oughterard. Part of the democratic process is for the Opposition to hold the Government to account in language the ordinary person understands. I have asked the Minister a simple question. I refer to 11 specific posts in Galway - there is list of over 100 unfilled posts in Donegal - where people have received their...

Written Answers — Department of Justice and Equality: Direct Provision System (25 Sep 2019)

Catherine Connolly: 96. Written Answers — Department of Jobs, Enterprise and Innovation: International Conventions (25 Sep 2019)

Catherine Connolly: 109. To ask the Minister for Jobs, Enterprise and Innovation when Ireland will ratify the International Labour Organisation Convention and Recommendation; and if she will make a statement on the matter. [38936/19]

Written Answers — Department of Health: Nursing and Midwifery Board of Ireland (25 Sep 2019)

Catherine Connolly: 112. To ask the Minister for Health further to Parliamentary Question No. 550 of 11 June 2019, the basis on which it was concluded that the aspect of complaint in respect of the impact of certain conduct on the health and well-being of personnel did not characterise matters falling within the provisions of the Safety, Health and Welfare at Work Act 2015; and if he will make a statement on the...

Written Answers — Department of Health: Nursing and Midwifery Board of Ireland (25 Sep 2019)

Catherine Connolly: 113. To ask the Minister for Health further to Parliamentary Question Nos. 674 of 11 June 2019 and 1266 and 1267 of 27 July 2019, the reason it took from September 2014 to 11 June 2019 to address with the board of the NMBI the matter of inappropriate spending of nurses and midwives moneys on legal expenses for a person (details supplied) named in a protected disclosure; the reason this aspect...

Joint Oireachtas Committee on Justice, Defence and Equality: Direct Provision: Discussion with Ombudsman (25 Sep 2019)

Catherine Connolly: I am thankful for the commentaries, which I have read. How many direct provision centres are there? Am I correct in stating there are 36?

Joint Oireachtas Committee on Justice, Defence and Equality: Direct Provision: Discussion with Ombudsman (25 Sep 2019)

Catherine Connolly: Why is it "in or around"?

Joint Oireachtas Committee on Justice, Defence and Equality: Direct Provision: Discussion with Ombudsman (25 Sep 2019)

Catherine Connolly: I understand, but I just want to clarify some issues. Asylum seekers are put into direct provision centres as a short-term solution. We will come back to the problems that have arisen. Two of those direct provision centres are in Galway city, one opposite the station and one in Salthill. That is two of 37. Is that correct?

Joint Oireachtas Committee on Justice, Defence and Equality: Direct Provision: Discussion with Ombudsman (25 Sep 2019)

Catherine Connolly: Separately, emergency accommodation is also provided in hotels and bed and breakfasts-----

Joint Oireachtas Committee on Justice, Defence and Equality: Direct Provision: Discussion with Ombudsman (25 Sep 2019)

Catherine Connolly: That figure now encompasses about 1,300 people.
