Brian Leddin: The evidence from the UK is quite interesting. Low traffic neighbourhoods were very controversial with 85% to 90% of the public absolutely opposed to them but when the experimental systems were put in place 85% to 90% of people did not want them removed. The power of experimental traffic orders can be significant.

Brian Leddin: The industry is essentially telling the State to get out of its way. It is chomping at the bit. It is saying it can start work, but if it cannot get the marine area consents, then it is being held back.
