Joint Oireachtas Committee on Communications, Climate Change and Natural Resources: Digital Single Market: European Commission Vice President for Digital Single Market (8 Sep 2016)

Brian Stanley: I welcome the witness and his staff. I have two short questions. Mr. Ansip has correctly referred to the importance of creating the digital single market and the fact that we are in eighth place is good. We are improving at a slower rate. Collectively, the national broadband plan will be rolled out over the next couple of years. I hope it will help to move us forward and to maintain the...

Government Appeal of European Commission Decision on State Aid to Apple: Motion (7 Sep 2016)

Brian Stanley: The past eight years have seen harsh austerity, cutbacks in basic services, a housing crisis and increased job insecurity. In my constituency of Laois and the Monasterevin area of Kildare, the housing list has reached an all-time high of 1,700 households in Laois and 620 in Monasterevin and Kildangan, which is just a small corner of Kildare. Portlaoise regional hospital is chronically...

Select Committee on Communications, Climate Change and Natural Resources: An Post: Discussion with Chairperson Designate (20 Jul 2016)

Brian Stanley: In the medium or long term, does Mr. Divilly see that as being sustainable? Would he be of a mind that the cost of postage may need to increase to pay for the loss-making part of it? It is a major concern in rural areas that we would lose that next day delivery.

Select Committee on Communications, Climate Change and Natural Resources: An Post: Discussion with Chairperson Designate (20 Jul 2016)

Brian Stanley: That is one question in the long term. The other issue is the cost of the USO. When Mr. Divilly comes back to me, he might answer a couple of short questions, including his long-term view of the USO and what the actual cost to the company was in 2015. He also mentioned a deeper engagement with all stakeholders, including Government and the Oireachtas.

Select Committee on Communications, Climate Change and Natural Resources: An Post: Discussion with Chairperson Designate (20 Jul 2016)

Brian Stanley: I ask Mr. Divilly to give a brief explanation of that. Could he also comment on the basic payments account and how he sees it working, given his commercial background? It is one of the things in the Kerr report that is noted as a major plank of trying to build a sustainable network. Also, in terms of the changes to the company overall, Mr. Divilly mentioned that we cannot proceed on the...

Other Questions: National Broadband Plan (14 Jul 2016)

Brian Stanley: The question relates to the roll-out of the national broadband plan. The establishment of a national broadband network will be welcomed in my constituency, which covers Laois and part of south County Kildare, and every corner of the State. The question asks what will be the value of the network.

Other Questions: National Broadband Plan (14 Jul 2016)

Brian Stanley: The national broadband plan is a major undertaking which has been compared with rural electrification. It will certainly be as important as rural electrification from a social and economic point of view. As a representative of a rural constituency, the Minister will be aware that the lack of broadband has retarded social and economic development in rural areas. While Sinn Féin wants...

Other Questions: National Broadband Plan (14 Jul 2016)

Brian Stanley: The key issues are the need to roll out a national broadband network and to secure value for money for service users and the taxpayers who will provide the funding for the plan. Control and efficiency are the key pillars on which the plan must be built if it is to succeed. On the last mile - I cannot think of a better way to describe it - the private sector will own the mains...

Other Questions: National Broadband Plan (14 Jul 2016)

Brian Stanley: At least one major company has serious concerns about the private sector controlling and owning the mains channels. Who will own the last mile, in other words, the hard to reach part for which the State will pay? Who will own that cable?
