Does he recognise that the two top civil servants in the country were issuing a warning, which they did not issue in 2008, that the banks must be recapitalised again because of mortgage arrears? Shane Ross: I welcome the Tánaiste to the constituency. I was in Paris last week when I met many people who were wondering why he had to go to that city to do an interview for "Morning Ireland".
