I welcome the Minister of State, Deputy Noonan, who is with us for the afternoon. We are resuming on amendment No. 297 in the name of the Minister for Housing, Local Government and Heritage. It was grouped with a number of amendments, which we have spoken to and addressed.

We are now moving on to Chapter 5 on development plans.
