- Committee on Public Petitions: Decisions on Public Petitions Received (16 Feb 2023)
Martin Browne: We have three petitions for consideration today. Petition No. 36 of 2021 is entitled Reform of Insurance for Thatched Heritage Buildings and was submitted by Ms Katie McNelis. This petition relates to the difficulties people have in getting insurance for residential and commercial thatched properties. The secretariat corresponded with the Central Bank on behalf of the petitioner in October...
- Committee on Public Petitions: Decisions on Public Petitions Received (16 Feb 2023)
Martin Browne: That will be one of the sad things about it. If it is not resolved by some of the Departments, or if they cannot get some insurance company to do it at a reasonable price, we will lose it. Thatched roofs are known all around the world as part of Irish heritage. I can just think of Holycross in my constituency where it is the first thing that hits you when you come into the village. Adare...
- Committee on Public Petitions: Decisions on Public Petitions Received (16 Feb 2023)
Martin Browne: As Deputy Buckley and I said, if we do not follow procedure, we run the risk that the matter will be pushed back, pushed out or that it will not be heard the way it should be and then not given the correct and proper consideration. I assure petitioners that the clerk to the committee and the rest of the secretariat are doing as much work as they possibly can in trying to resolve the matter...
- Committee on Public Petitions: Office of the Ombudsman Annual Report 2021: Office of the Ombudsman (16 Feb 2023)
Martin Browne: With regard to the report, what are the shortcomings of it, especially in the area of disability and transport? This committee has brought it up before and 12 years later, as mentioned in the report, there is still a lack of progress. What is holding things back? Why is solving the issue such a slow process?
- Committee on Public Petitions: Office of the Ombudsman Annual Report 2021: Office of the Ombudsman (16 Feb 2023)
Martin Browne: Up to now it was the Department of Finance that was responsible for the only scheme that is left.
- Civil Defence Bill 2023: Second Stage (15 Feb 2023)
Martin Browne: I am grateful to have the opportunity to speak to this Bill. Our Civil Defence is highly regarded in every community. They are our neighbours and our family members. The amount of work they put into the Civil Defence is unimaginable and often overlooked. Tipperary Civil Defence, covering north and south Tipperary, has carried out amazing work all over the county, especially during the...

- Select Committee on Agriculture, Food and the Marine: Agricultural and Food Supply Chain Bill 2022: Committee Stage (Resumed) (15 Feb 2023)
Martin Browne: Even with resignations-----
- Select Committee on Agriculture, Food and the Marine: Agricultural and Food Supply Chain Bill 2022: Committee Stage (Resumed) (15 Feb 2023)
Martin Browne: The amendments are fairly clear. It adds transparency if the relevant sectoral committee can see the person being appointed if he or she comes before it, as Deputy Carthy said, before the appointment is made. That is why I am anxious the Minister accepts these amendments.
- Select Committee on Agriculture, Food and the Marine: Agricultural and Food Supply Chain Bill 2022: Committee Stage (Resumed) (15 Feb 2023)
Martin Browne: We cannot agree with the Minister. The term “too long ago to justify investigation” is vague. That is why we are putting some figure on it. That figure need not be five years, but leaving the provision the way it is would be too vague and far too open to interpretation.
- Ceisteanna Eile - Other Questions: Student Accommodation (14 Feb 2023)
Martin Browne: If we assist with the students' rental situation the Minister will also assist with the wider problem, to some extent by taking the pressure off it. By its very nature, however, this kind of accommodation must be affordable. I am not talking about providing some affordable accommodation or restricting it to SUSI recipients. I am referring to all beds being offered at an affordable rates....
- Ceisteanna Eile - Other Questions: Student Accommodation (14 Feb 2023)
Martin Browne: The renters are being punished for the landlords not being registered with the RTB.
- Ceisteanna Eile - Other Questions: Student Accommodation (14 Feb 2023)
Martin Browne: 63. To ask the Minister for Education and Skills to provide an update on student accommodation projects at advanced stages of planning that remain undeveloped due to a lack of agreement on Government support; and if he will make a statement on the matter. [6950/23]
- Ceisteanna Eile - Other Questions: Student Accommodation (14 Feb 2023)
Martin Browne: I will go back to where we are with accommodation for college students. The Minister announced towards the end of last year that funding had been released for 667 of the 3,000 remaining undeveloped sites. I accept that he said earlier to Deputy Conway-Walsh that he met with representatives from these colleges. When can we see progress on this? Dublin City University, DCU, has planning...
- Ceisteanna Eile - Other Questions: Student Accommodation (14 Feb 2023)
Martin Browne: I appreciate the Minister's response but the plan is a stopgap measure that still falls way short. Like I said, 667 out of 3,000 is a start but it is still does not come anywhere near what is actually needed in places like Waterford, Cork and Dublin. They have been left out of it. We are seeing the consequence of decades of underinvestment and now demand is outstripping supply. At least...
- Veterinary Medicinal Products, Medicated Feed and Fertilisers Regulation Bill 2023: Second Stage (14 Feb 2023)
Martin Browne: I thank the Minister for the opportunity to speak on the Bill. A derogation that would have allowed for responsible persons to continue to dispense some veterinary medicinal products, VMPs, without a veterinary prescription was not availed of by the Government. As the Minister knows full well, it led to a lengthy debate on the future of the role of the responsible persons under the new...

[6949/23]
