Joint Oireachtas Committee on Housing, Planning and Local Government: General Scheme of the Residential Tenancies (Right to Purchase) Bill: Discussion (5 Dec 2023)

Paul McAuliffe: We can all learn from the process. Normally, we would have the Department in before external witnesses. Perhaps if that had happened, we could have clarified some of the issues that have been raised and the witnesses might have had the opportunity to see the Department's proposals in a fleshed out form. That is obviously something for us to consider. I accept that timing and lack of...

Joint Oireachtas Committee on Housing, Planning and Local Government: General Scheme of the Residential Tenancies (Right to Purchase) Bill: Discussion (5 Dec 2023)

Paul McAuliffe: The next question is whether it prevents people from selling at the market rate. I take on board the points about showing the property and achieving the best market rate, and the idea that vacant possession may provide a slightly larger amount. I think on balance, looking at the Bill, and we quizzed the Department on this, it allows people not only to achieve the market rate but actually...

Joint Oireachtas Committee on Housing, Planning and Local Government: General Scheme of the Residential Tenancies (Right to Purchase) Bill: Discussion (5 Dec 2023)

Paul McAuliffe: In the case of a private sale?

Joint Oireachtas Committee on Housing, Planning and Local Government: General Scheme of the Residential Tenancies (Right to Purchase) Bill: Discussion (5 Dec 2023)

Paul McAuliffe: So a landlord in financial difficulty who intends to sell the property can, under this legislation, secure the cash value of that property much sooner than in the current situation.

Joint Oireachtas Committee on Housing, Planning and Local Government: General Scheme of the Residential Tenancies (Right to Purchase) Bill: Discussion (5 Dec 2023)

Paul McAuliffe: According to Senator Cummins's timeline, people can sell the property to the tenant in situwithin the period and not have to go down the route of having an eviction period and then a transaction period.

Joint Oireachtas Committee on Housing, Planning and Local Government: General Scheme of the Residential Tenancies (Right to Purchase) Bill: Discussion (5 Dec 2023)

Paul McAuliffe: Agreed.

Joint Oireachtas Committee on Housing, Planning and Local Government: General Scheme of the Residential Tenancies (Right to Purchase) Bill: Discussion (5 Dec 2023)

Paul McAuliffe: Mr. Davitt indicated it could be problematic to achieve market value because of gaining access for visitation and so on. Mr. Allen is indicating as part of the process that one concern he has is that legitimate offers would not be followed through. Those are two things we can take away and include in the legislative process.

Joint Oireachtas Committee on Housing, Planning and Local Government: General Scheme of the Residential Tenancies (Right to Purchase) Bill: Discussion (5 Dec 2023)

Paul McAuliffe: I am anxious to ask Threshold one question. One of the successes over the past year has been the tenant in situscheme. By the end of the year, the local authorities will have more than 2,000 people protected by that. Does Threshold believe the Bill goes far enough to ensure the council has the right to purchase and that it is not a voluntary arrangement? I have to say in all circumstances...

Joint Oireachtas Committee on Housing, Planning and Local Government: General Scheme of the Residential Tenancies (Right to Purchase) Bill: Discussion (5 Dec 2023)

Paul McAuliffe: Very good.

Joint Oireachtas Committee on Housing, Planning and Local Government: General Scheme of the Residential Tenancies (Right to Purchase) Bill: Discussion (5 Dec 2023)

Paul McAuliffe: The one measure that has not yet been used quite sufficiently is where people have the opportunity to use the first home scheme for a second-hand property. We do not want it to be used widespread in the second-hand market because it would inflate the price. For tenants being evicted, using the first home scheme to borrow only 70% of the value of the second-hand home where they are living...

Joint Oireachtas Committee on Housing, Planning and Local Government: General Scheme of the Residential Tenancies (Right to Purchase) Bill: Discussion (5 Dec 2023)

Paul McAuliffe: In all circumstances the seller still receives the same value as otherwise.

Ceisteanna - Questions: An Garda Síochána (28 Nov 2023)

Paul McAuliffe: You cannot talk about the reform of policing without reflecting on the events of last week. The entire city rejects the thuggery, violence and property damage that occurred. I do not think those who organised the protest can escape culpability either. For whatever reason, the State was not in a position to respond adequately. I hear the Taoiseach say that the Garda Commissioner will have...

Ceisteanna - Questions: An Garda Síochána (28 Nov 2023)

Paul McAuliffe: 14. To ask the Taoiseach if he will provide an update on the work of the policing reform implementation programme office in his Department. [52255/23]

Ceisteanna - Questions: Child Poverty (28 Nov 2023)

Paul McAuliffe: I too welcome the commitment when the Taoiseach took office to have a child poverty initiative and to have the report. We should note not only did the ESRI say the budget is progressive but it also went on to say it reduces the at-risk-of-poverty rates for most groups. However, we have to work on lone parents and those with disability in their family. There is more work for us to do there....

Ceisteanna - Questions: Child Poverty (28 Nov 2023)

Paul McAuliffe: 3. To ask the Taoiseach if he will provide an overview on the report published by his Department on 14 November 2023 on how budget 2024 dealt with child poverty and child well-being. [50714/23]

Paul McAuliffe: We are meeting to discuss the local and European elections in 2024 and the subsequent general election. From the Electoral Commission, we are joined by Mr. Art O'Leary, chief executive, Mr. Carey, head of electoral operations, Dr. Mary-Clare O'Sullivan, head of electoral integrity and research, and Ms Karen Kehily, head of corporate services. From the Department of Housing, Local Government...

Joint Oireachtas Committee on Housing, Planning and Local Government: Local and European Elections 2024 and Subsequent General Election: Discussion (28 Nov 2023)

Paul McAuliffe: I note it is Mr. O'Leary's second appearance at the committee in two weeks and I believe he was also at another committee the previous week. He is doing his best to stay in the room and is always welcome.
