Is that not a low threshold of expectation to the extent that the witness says he bought a service, received that service and perhaps paid less for it than it cost, in view of the fact that the association of this organisation with the HSE gives it a veneer of credibility such that people are inclined to donate also?

Noel Rock: Absolutely. From a practical point of view - Mr. O'Brien alluded in his opening statement to lessons learned - I understand that the staff numbers in the HSE's internal audit team - forgive me if I am wrong - were 55 pre-crisis, then 40, and now 50. Is that correct?
