- Joint Committee On Children, Equality, Disability, Integration And Youth: Foster Care Issues and the Loss of Positive Care Services: Engagement with Tusla (10 May 2022)
Kathleen Funchion: I remind members that this meeting is to discuss foster care and the private provider exiting the market. We want to start getting into the issue of foster care and children in care as a committee, so questions should be under those topics.
- Joint Committee On Children, Equality, Disability, Integration And Youth: Foster Care Issues and the Loss of Positive Care Services: Engagement with Tusla (10 May 2022)
Kathleen Funchion: I thank Deputy Dillon. I have questions, some of which have been covered. I was going to raise the issue of the pension today. I know it is more of a social welfare issue. It also applies to carers. Once people are in receipt of an allowance payment, they fall outside this. Maybe there should be an option for people to opt in or out. I have come across it in a different context....

Kathleen Funchion: I thank the Deputy. That concludes that section. I thank all our guests from Tusla. It was really good. I was glad there was time for a discussion as well and we are not as limited. Obviously, because we are the children's committee and we seem to be the everything committee as lots falls to us, we will have Tusla back before us in relation to other issues. On behalf of the committee, I...

- Joint Oireachtas Committee on International Surrogacy: Issues relating to International Surrogacy Arrangements and Achieving Parental Recognition: Discussion (Resumed) (5 May 2022)
Kathleen Funchion: My questions are mainly for Ms Bonnie and Dr. Sperrin because, though I know there is an attitude, I was shocked by the stuff about Tusla. Ms Duffy said AHR and surrogacy are here and the law must catch up and Ms O'Connell said a lack of regulation will not stop couples from travelling to other jurisdictions but will result in less guidance on safety and best practice for intending parents....
- Joint Oireachtas Committee on International Surrogacy: Issues relating to International Surrogacy Arrangements and Achieving Parental Recognition: Discussion (Resumed) (5 May 2022)
Kathleen Funchion: I thank Dr. Sperrin. That is something we need to challenge. It does not just fall to this committee, but also to the children's and disability matters' committees. They have been doing work on it but, as Senator Seery Kearney said, we need to highlight that. Will Ms Duffy speak to the pre-birth versus post-birth parentage situation? I think a pre-birth model is the best way forward,...

First, I welcome the fact that Equality for Children has solutions in its documents and...
