Seanad: An tOrd Gnó - Order of Business (8 Mar 2022)

Seán Kyne: I thank all Senators for their contribution. Two themes stand out, the first being International Women's Day. I wish all women across the country and the world a happy International Women's Day. It is a global day celebrating the social, economic, cultural and political achievements of women but of course not everyone is going to enjoy this day in the same way as others. The second theme...

Seanad: Data Protection Act 2018 (Access Modification) (Health) Regulations 2022: Motion (8 Mar 2022)

Seán Kyne: I move: That Seanad Éireann approves the following Regulations in draft: Data Protection Act 2018 (Access Modification) (Health) Regulations 2022, a copy of which has been laid in draft form before Seanad Éireann on 2nd March, 2022."

Seanad: Technological Universities Act 2018 (Section 26) (Appointed Day) (No. 2) Order 2022: Referral to Joint Committee (8 Mar 2022)

Seán Kyne: I move: That the proposal that Seanad Éireann approves the following Order in draft: Technological Universities Act 2018 (Section 36) (Appointed Day) (No. 2) Order 2022, copies of which have been laid in draft form before Seanad Éireann on 23rd February, 2022, be referred to the Joint Committee on Education, Further and Higher Education, Research, Innovation and Science, in...

Joint Oireachtas Committee on Transport, Tourism and Sport: All-Island Strategic Rail Review: Discussion (Resumed) (8 Mar 2022)

Seán Kyne: I apologise for being late. I was listening to the commentary on the way up this morning. I confess that I was not on a train. I was not cycling either. I was driving and I was listening to the meeting on the Leinster House app.

Joint Oireachtas Committee on Transport, Tourism and Sport: All-Island Strategic Rail Review: Discussion (Resumed) (8 Mar 2022)

Seán Kyne: Not yet, but it is probably coming to that. As one who comes from the west of Ireland and having served as a Minister of State in the Department with Deputy Ring, while I would not say it is a conflict of interests, I must confess that Peter Feeney worked with me at one time when I was in the Chief Whip's office, and is a good friend and former colleague on the county council. As a west...

Joint Oireachtas Committee on Transport, Tourism and Sport: All-Island Strategic Rail Review: Discussion (Resumed) (8 Mar 2022)

Seán Kyne: The message is getting across. I just do not believe the message. I appreciate the interest Mr. Mulligan has and the volunteering role he plays and I accept his bona fides. He mentioned the Waterford to Dungarvan greenway. If there was an attempt to take up this greenway in the morning for a train, by Jesus, we would see a campaign.

Joint Oireachtas Committee on Transport, Tourism and Sport: All-Island Strategic Rail Review: Discussion (Resumed) (8 Mar 2022)

Seán Kyne: This can work as well as a rail service. That is the point. If an attempt was made to take up that greenway for rail, no matter how good a case for a railway in that area might be presented in the future, there would be a huge campaign against it. I do not buy the view that a greenway can be built on it and then removed.

Joint Oireachtas Committee on Transport, Tourism and Sport: All-Island Strategic Rail Review: Discussion (Resumed) (8 Mar 2022)

Seán Kyne: It would certainly be an interesting debate but I do not believe it would be as simple as taking up the greenway-----

Seanad: Address to Seanad Éireann by Ms Linda Ervine to mark Seachtain na Gaeilge (3 Mar 2022)

Seán Kyne: Cuirim fáilte chroíúil roimh Linda Ervine chuig Teach Laighean agus chuig Seanad Éireann. Is deas an rud é í a fheiceáil agus a chloisteáil agus tá scéal iontach inste aici. Tá stair fhada sa tír seo ó phlandáil Uladh go dtí Cogadh na Saoirse, na Trioblóidí agus toradh reifrinn na Breatimeachta. Tá an...

Seanad: An tOrd Gnó - Order of Business (2 Mar 2022)

Seán Kyne: I previously asked for a debate on the positive issues of blueways, greenways and active walking schemes across the country. The Galway city to Oughterard greenway has taken a turn. It has been reset. It is a step backwards to go forwards. The greenway has been funded twice, as early as 2014, and there were issues with acquisition of land and engagement with landowners. The county...

Seanad: Credit Union Sector: Statements (2 Mar 2022)

Seán Kyne: Cuirim fáilte roimh an Aire Stáit, an Teachta Fleming, go dtí an Teach. Cuirim fáilte roimh dhíospóireacht ar an ábhar seo a bhaineann le hearnáil na gcomhar creidmheasa trasna na tíre. Very few movements have impacted on this country more positively than the credit union movement. Its excellent work in communities throughout the country has...

Seanad: Nithe i dtosach suíonna - Commencement Matters: Inshore Fisheries (1 Mar 2022)

Seán Kyne: I thank the Cathaoirleach's office for choosing this Commencement matter. In 2006, the conservation and prohibition on sale of coarse fish bye-law No. 806 of 2006 was signed by the then Minister of State, John Browne. The bye-law states a person shall not take and kill by any means more than four coarse fish on any one day in all waters. It states a person shall not take and kill by any...

Seanad: Nithe i dtosach suíonna - Commencement Matters: Inshore Fisheries (1 Mar 2022)

Seán Kyne: I thank the Minister of State for the comprehensive reply from the Department of Communications, Climate Action and Environment. In fairness, there is a lot of information in that. The crux of it is in the last line of the second last paragraph "the initiation of assessment processes on more recent regulations or bye-laws does not imply that the Department considers bye-laws Nos. 809 or 806...

Joint Oireachtas Committee on Health: General Scheme of the Public Health (Tobacco and Nicotine Inhaling Products) Bill: Discussion (Resumed) (1 Mar 2022)

Seán Kyne: The Royal College of Physicians will be before the committee after the suspension. It has provided its opening statement, which states that, “Finland’s 2016 ban on flavours did not result in less smokers using nicotine inhaled products as a quit smoking tool”. Is Mr. Dunne aware of that study? That is from the Royal College of Physicians.

Joint Oireachtas Committee on Health: General Scheme of the Public Health (Tobacco and Nicotine Inhaling Products) Bill: Discussion (Resumed) (1 Mar 2022)

Seán Kyne: Are there Irish data on flavours and people wishing to quit?

Joint Oireachtas Committee on Health: General Scheme of the Public Health (Tobacco and Nicotine Inhaling Products) Bill: Discussion (Resumed) (1 Mar 2022)

Seán Kyne: The Royal College of Physicians of Ireland state that adolescents who have used nicotine-inhaled products are between three and five times more likely to start smoking compared with adolescents that have never used such products. Is that sufficient evidence to suggest that a ban on flavourings is a health imperative?

Joint Oireachtas Committee on Health: General Scheme of the Public Health (Tobacco and Nicotine Inhaling Products) Bill: Discussion (Resumed) (1 Mar 2022)

Seán Kyne: When someone comes into his shop, does Mr. O'Boyle ask if they are a current smoker or if they have tried vaping before, or is it just a case of making a sale?

Joint Oireachtas Committee on Health: General Scheme of the Public Health (Tobacco and Nicotine Inhaling Products) Bill: Discussion (Resumed) (1 Mar 2022)

Seán Kyne: I thank the witnesses.

Joint Oireachtas Committee on Health: General Scheme of the Public Health (Tobacco and Nicotine Inhaling Products) Bill: Discussion (Resumed) (1 Mar 2022)

Seán Kyne: I thank Dr. McAvoy and Professor Cox for their contributions. It goes without saying that both of them would encourage people to give up smoking and do not want young people to start smoking. On that basis, have nicotine-inhaled products any role in getting people to give up smoking? Would Dr. McAvoy recommend them in her professional capacity to some or any smokers?
