Pat Deering: I welcome the witnesses and compliment them on the work in the past week. I want to focus on the local property tax and how it is distributed to local government. I welcome Mr. John McCarthy's repeated reference to fairness and that a review of the distribution process would proceed. Will he describe how the model for the distribution of local property tax was developed in the first place?

Pat Deering: I am not sure Mr. McCarthy is getting my question. I want to know exactly what model is used to distribute the money. I will give an example. I am from Carlow. The argument is made time and time again that Carlow is treated very unfairly. Carlow has a budget of €49 million and a population of 56,000. By comparison, Monaghan has a population of approximately 57,000 or 58,000....

Pat Deering: Mr. McCarthy also mentioned earlier that his Department is reviewing the system of distribution. In order to make it fairer and more transparent, which I think everybody has mentioned previously, what models are being considered? The officials are probably limited as to what they can tell us but I am sure indicate the models that are being investigated.

Pat Deering: In the context of roads, a number of different schemes were in place a couple of years ago for which local authorities, in conjunction with the Department, were responsible. There was the local improvement scheme, LIS, and the community involvement scheme, CIS, for example, which had to do with local third-party roads. Would they have been coming out of the main budget initially?
