Arthur Morgan: I support the amendment. The anomalies emerging from this legislation on Second Stage and this afternoon are astonishing. Almost every time the Minister stands up to speak he confirms that this Government is intent on pursuing those low-income families and excluding the higher-income families at every stage. That is sad.
