Joint Oireachtas Committee on Agriculture, Food and the Marine: Teagasc Annual Report 2018: Discussion (17 Dec 2019)

Paul Daly: I wish to apologise for missing the presentation due to a vote in the Seanad. I also missed the beginning of my colleagues' questions. I just have one question. If it has already been covered I will accept that. I can look it up in the transcript. How will Teagasc's advisory and research strategy have to change as a result of last week's announcements pertaining to the EU green deal? I...

Joint Oireachtas Committee on Climate Action: Forestry and Climate Change: Discussion (11 Dec 2019)

Paul Daly: I have questions on the research conducted by UCD. Earlier Dr. Ní Dhubháin mentioned people's attitudes to forestry. How can we change the attitude of the agricultural sector towards forestry? At the end of the day, none of these targets will be met. I have not heard anything today to convince me that anything has changed and the targets will be met. The farmers of Ireland own...

Joint Oireachtas Committee on Agriculture, Food and the Marine: European Council Meeting: Minister for Agriculture, Food and the Marine (10 Dec 2019)

Paul Daly: Will the Minister elaborate on the final paragraph of his opening statement regarding the suggestions and proposals in respect of maintaining the budget?

Joint Oireachtas Committee on Climate Action: Renewable Energy - Wind, Solar and Biogas: Discussion (4 Dec 2019)

Paul Daly: The groups before us are all up and running. In an ideal world, how do they think we are fixed as a country with regard to skilled personnel and technological know-how in our workforce? If the groups get over their planning hurdles and are up and running, do they have the workforce required for each of the three projects? How can that problem be overcome, if it is a problem?

Joint Oireachtas Committee on Climate Action: Renewable Energy - Wind, Solar and Biogas: Discussion (4 Dec 2019)

Paul Daly: The indication was that €1.5 billion of an investment is needed. How much of that is the industry prepared to put in?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Coillte Annual Report 2018: Discussion (3 Dec 2019)

Paul Daly: I welcome the deputation from Coillte. A number of people contacted me when they heard the witnesses would be in attendance. The main thrust of my contribution will be based on the partnership arrangements and agreements. The witnesses have said in response to previous questions that Coillte intends to improve its communications. I have heard various stories, but I would like to hear...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Horse and Greyhound Racing Fund Regulations 2019: Motion (26 Nov 2019)

Paul Daly: I welcome the Minister and his officials and I also welcome the House and Greyhound Racing Fund. As Deputy Cahill said, Fianna Fáil will support the motion. The Minister's statement gives all the figures and there is no need to rehash them. Deputy Penrose mentioned that the fund is probably cost neutral because of the revenue from the betting tax. However, betting tax aside, the fund...

Seanad: Death of Former Member: Expressions of Sympathy (20 Nov 2019)

Paul Daly: I also welcome the members of Rory's family, those who served with him and those who serve today in both Houses. As has been said on numerous occasions, it is a testament to Rory that there is such a great turnout today, the largest I have seen since I entered the House. Unfortunately, I never served with Rory. As people know, I only came in here three years ago but I got to know him...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Operational Matters and Corporate Plans of Horse Racing Ireland: Discussion (19 Nov 2019)

Paul Daly: At the outset, it is important for me to record that I am the chairman of Kilbeggan racecourse and a horse breeder and owner. I thank Mr. Hartery and Mr. Kavanagh for their presence here today and for their comprehensive report. I would like Mr. Kavanagh to elaborate on some of the points he has made. I welcome the Deloitte report. It should be read by anyone who is not in the circle...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Operational Matters and Corporate Plans of Horse Racing Ireland: Discussion (19 Nov 2019)

Paul Daly: To go back to the all-weather track and to if and when - I would be a when person if I am honest - has any thought been put into national hunt and hurdles? I know the witnesses are a long way from the planning stage. I saw the projection for Dundalk. One went into a little lay-by of grass, jumped the hurdle and back out. Has any thought been put into that, or is there an appetite or a...

Seanad: Illegal Drugs: Motion (13 Nov 2019)

Paul Daly: I support this motion and compliment previous speakers, in particular Senator Ruane. Senators Ruane and Nash speak about their experience from predominantly urban areas. I am speaking from a rural perspective. Without being flippant or smart, when I speak of rural I am referring to very remote areas. If somebody passes my house, he or she either lives further up the road or is lost. We...

Joint Oireachtas Committee on Climate Action: Supporting a Just Transition: Discussion (13 Nov 2019)

Paul Daly: I welcome the witnesses to today's meeting. I will concentrate on the midlands regional transition team as I am a Westmeath man myself. While there were plans and the team was working towards 2027, as such, since Friday the date is 2020. What initial communications have the witnesses had from the Departments with regard to funding and changing the outlook? I would like to hear more from...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Issues Concerning Greyhound Industry: Bord na gCon (12 Nov 2019)

Paul Daly: I thank the witnesses for their comprehensive report. When we have questions in our heads and they are answered in the report we are given, it always sends a very positive sign. The question that is left after all of the other speakers have asked their questions is probably a continuation of Senator Lombard's point, namely, what fallout there has there on the back of the television...

Seanad: Wildlife (Amendment) Bill 2016: Report Stage (Resumed) and Final Stage (6 Nov 2019)

Paul Daly: I move amendment No. 48:In page 6, between lines 9 and 10, to insert the following:“Report on climate justice and just transition5.(1) The Minister for Culture, Heritage and the Gaeltacht shall, within twelve months of the passing of this Act, lay a report before both Houses of the Oireachtas considering climate justice and a just transition to a low-carbon economy in respect of turf...

Seanad: Wildlife (Amendment) Bill 2016: Report Stage (Resumed) and Final Stage (6 Nov 2019)

Paul Daly: This amendment goes in the same direction as amendment No. 42, which has previously been withdrawn by Senator Ruane. I thank her for withdrawing that in support of our amendment. We feel this is more specific and addresses the issues of a just transition and the communities and workers that have been impacted in a more detailed manner. I hope it can be supported by all sides of the House....

Seanad: Wildlife (Amendment) Bill 2016: Report Stage (Resumed) and Final Stage (6 Nov 2019)

Paul Daly: Our amendment basically asks for the Minister to make a report. That will not affect other legislation or the work of any other Minister in any way.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Unfair Trading Practices: Discussion (5 Nov 2019)

Paul Daly: A question has crossed my mind, and I will not touch on the area of agriproducers as the UK Groceries Code Adjudicator's role on them is well established and we have all come in here with that in mind. I am intrigued to know whether any Irish-specific issues cross Ms Tacon's desk. Where I am coming from is the nature of the island. A retailer's Irish branch may buy a product through a...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Unfair Trading Practices: Discussion (5 Nov 2019)

Paul Daly: To use the same example as Ms Tacon, if Lidl Ireland purchases a product and due to having a central distribution area it ends up on shelves in Northern Ireland-----

Joint Oireachtas Committee on Agriculture, Food and the Marine: Unfair Trading Practices: Discussion (5 Nov 2019)

Paul Daly: Has this been an issue? That is the question. Have there been situations where this was an issue?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Unfair Trading Practices: Discussion (5 Nov 2019)

Paul Daly: In a Remain scenario where does Ms Tacon see the UK's relationship with the unfair trading practices directive?
