Joint Committee On Children, Equality, Disability, Integration And Youth: Ukrainian Crisis: Discussion (17 May 2022)

Kathleen Funchion: I thank the Minister for his response and for being here to answer all of our questions. Is it agreed that we publish the opening statements to the website? Agreed. We will suspend for a few minutes to allow for the commencement of the second session.

Joint Committee On Children, Equality, Disability, Integration And Youth: Ukrainian Crisis: Discussion (17 May 2022)

Kathleen Funchion: The business for consideration is the response to the crisis in Ukraine. In this session, we are joined by Mr. Liam O'Dwyer, secretary general, and Mr. Pat Carey, chairperson, Irish Red Cross. They are both very welcome. I am delighted they were able to be with us today. Witnesses who are participating from the committee room are reminded of the long-standing parliamentary practice that...

Joint Committee On Children, Equality, Disability, Integration And Youth: Ukrainian Crisis: Discussion (17 May 2022)

Kathleen Funchion: What Mr. Carey said about the Irish language is interesting. I was just saying in the earlier session that my son is in fourth class in a Gaelscoil in Kilkenny and a Ukrainian boy has joined the class. They are delighted and excited about it and it is a great story and example of how integration should work. It was interesting that Mr. Carey mentioned that. I call Senator Seery Kearney.

Joint Committee On Children, Equality, Disability, Integration And Youth: Ukrainian Crisis: Discussion (17 May 2022)

Kathleen Funchion: I will add one or two things. We have all heard the stories of delays, and Mr. O'Dwyer touched on that very well in his opening statement, which was great. There was also some coverage on the radio last week when people called in to say that they were still waiting to be contacted. I want to give Mr. O'Dwyer the opportunity to clarify that some of those delays were due to issues that just...

Joint Committee On Children, Equality, Disability, Integration And Youth: Ukrainian Crisis: Discussion (17 May 2022)

Kathleen Funchion: It is great to have that clarified. It is helpful for the committee to be able to clearly say to people that they will be contacted and not to panic about it as such. What advice would our guests give to people who want to help, who want to get involved and who may have given a donation to the various shows where people could call or text in with a donation? Sometimes people, with the...

Joint Committee On Children, Equality, Disability, Integration And Youth: Ukrainian Crisis: Discussion (17 May 2022)

Kathleen Funchion: Okay, very good.

Joint Committee On Children, Equality, Disability, Integration And Youth: Ukrainian Crisis: Discussion (17 May 2022)

Kathleen Funchion: Definitely. I thank the witnesses for coming in. It has been great and I feel the issue of delays has been cleared up. It is great to have that on the public record. I commend all the ongoing work, not just the response to Ukraine but everything in general. I ask them to let us know if there is anything else we can do. As they know, a lot falls to this committee and the Department and,...

Joint Oireachtas Committee on International Surrogacy: Rights of Children: Discussion (12 May 2022)

Kathleen Funchion: I was listening to the contributions on my way here. I have a few questions. I might start with Dr. Muldoon and his colleagues. We need regulation because things are going to happen whether we have regulation or not. People can have a certain view and be against something but it will happen regardless of whatever decisions are made by any person who is in government. I would like to get...

Joint Oireachtas Committee on International Surrogacy: Rights of Children: Discussion (12 May 2022)

Kathleen Funchion: This morning's session has been interesting. The following might be an unfair question to put to Dr. Muldoon. We have discussed regulation and that is best practice, which is what everyone wants to see and that regulation is starting from as early as possible. There is a pre-birth parentage model and there is something similar in Professor Conor O'Mahony's report from 2020, which is...

Joint Oireachtas Committee on International Surrogacy: Analysis of the Issues Paper (12 May 2022)

Kathleen Funchion: I am delighted Professor O'Mahony was able to return to the committee. In the first meeting we had, it was great when he appeared in the afternoon session because in the first session I felt there was no sense of urgency from some Departments. There was a sense that it was impossible and of wondering how we could do it. As has been detailed in Professor O'Mahony's paper, since 2020 there...

Joint Oireachtas Committee on International Surrogacy: Analysis of the Issues Paper (12 May 2022)

Kathleen Funchion: I am very disappointed to hear that. When it came up at that meeting with Professor O'Mahony that they had not been in contact, I thought they would have realised that they should be in contact and that they would get in contact in the interim. I cannot speak for anybody else, but I am delighted to get his response back and to have him here today to put it on the record. I believe that...

Working Group of Committee Chairmen: Public Policy Matters: Engagement with the Taoiseach (12 May 2022)

Kathleen Funchion: I thank the Chairman and the staff for organising this. I also thank the Taoiseach for coming in. It is good to have this type of engagement. I know that Deputy Lawless' committee has much legislation but we have had a lot as well. Even just the name of our committee - the Committee on Children, Equality, Disability, Integration and Youth - shows the range of topics and wide remit of...

Defamation Act 2009 Review: Statements (11 May 2022)

Kathleen Funchion: There seem to be a number of Deputies not present, so we will move on to the Minister of State, Deputy Browne.

Defamation Act 2009 Review: Statements (11 May 2022)

Kathleen Funchion: They will be circulated as the Minister goes on.

Written Answers — Department of Children, Equality, Disability, Integration and Youth: Childcare Services (10 May 2022)

Joint Committee On Children, Equality, Disability, Integration And Youth: EU Legislative Scrutiny (10 May 2022)

Kathleen Funchion: We have received apologies from Deputy Bacik and Senators O'Sullivan and Ruane. Some Deputies and Senators will be joining us online but they are not necessarily in Leinster House and, therefore, they will not be able to contribute. Before we commence our engagement with Tusla, I need to deal with another agenda item related to the decision of members in relation to EU COM(2022)112, a...

Joint Committee On Children, Equality, Disability, Integration And Youth: Foster Care Issues and the Loss of Positive Care Services: Engagement with Tusla (10 May 2022)

Kathleen Funchion: I welcome representatives of Tusla to our engagement on the challenges facing foster carers, general foster care issues and the loss of services provided by Positive Care. We are joined from Tusla by Mr. Bernard Gloster, chief executive; Ms Kate Duggan, national director of services and integration; Mr. Pat Smyth, national director of finance and corporate services; Dr. Anthony O'Leary,...
