Public Accounts Committee: 2017 Annual Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 24 - Justice and Equality
(4 Apr 2019)

Shane Cassells: I want to clarify that because I do not want people to misinterpret what I am saying. According to the Comptroller and Auditor General, the cost to the State of hiring that facility up to December 2016 was €101 million to the State. One provider has received €101 million in State funding for one centre housing 600 people. I think I am within my rights to ask about that...

Public Accounts Committee: 2017 Annual Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 24 - Justice and Equality

Shane Cassells: I accept refurbishment was carried out. I am saying that previously when we discussed the matter here that was not done.

(4 Apr 2019)

Shane Cassells: I appreciate that.

Public Accounts Committee: 2017 Annual Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 24 - Justice and Equality
(4 Apr 2019)

Shane Cassells: I appreciate that. As stated, I accept that there had been refurbishment at the facility. It was fair to make the point that this took place after significant media coverage in respect of the conditions there. I accept what has been done but I have raised the point previously at this committee that there had been what would be considered subhuman conditions there. The Ombudsman, Peter...

Public Accounts Committee: 2017 Annual Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 24 - Justice and Equality
(4 Apr 2019)

Shane Cassells: I want to decide what question to ask to wrap up. A total of 729 are awaiting status decisions. How many of those people are at that particular centre?

Public Accounts Committee: 2017 Annual Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 24 - Justice and Equality
(4 Apr 2019)

Shane Cassells: That is 187 of the total population of 600 at that centre. Is that correct?

Autism Support Services: Motion [Private Members] (2 Apr 2019)

Shane Cassells: One part of the motion which strikes me reads:Many of the barriers autistic people face come from how society responds to those with the condition, and unemployment, social exclusion and many mental health challenges arise, not from autism, but from a lack of understanding, support and accessibility, These words had particular meaning for me this week when I was contacted by a mother in Navan...

Public Accounts Committee: Business of Committee (28 Mar 2019)

Shane Cassells: I agree with the Chairman. When people from Dundalk were in here, their significant problems were well aired and discussed. At the same time, we should note that they are coming through with a clear audit opinion. The Comptroller and Auditor General has drawn attention to certain aspects of that. They have gone through a period of considerable change at their campus. That is to be...

Joint Oireachtas Committee on Housing, Planning and Local Government: Local Government (Restoration of Town Councils) Bill 2018: Discussion (28 Mar 2019)

Shane Cassells: It is always good to attend this committee to discuss local government. The point was well made by Deputy Howlin in respect of the serious issue of housing being relegated in the discussion. I welcome all of the delegates to the debate. I am well used to listening to Councillor Pio Smith on my local radio station, LMFM, with Deputy O'Dowd. I am familiar with many of the issues about which...

Joint Oireachtas Committee on Housing, Planning and Local Government: Local Government (Restoration of Town Councils) Bill 2018: Discussion (28 Mar 2019)

Shane Cassells: That is my point. Some towns historically have had town councils. Kells in Meath would be the same, but Ashbourne, which is one of the fastest growing towns, is now the second biggest town in Meath but had no town council previously. That is the reason I was asking for the Deputy's rationale.

Joint Oireachtas Committee on Housing, Planning and Local Government: Local Government (Restoration of Town Councils) Bill 2018: Discussion (28 Mar 2019)

Shane Cassells: I was asking the Deputy for his reason for arriving at that figure. Was it a case of trying to capture as many as had previously been-----

Joint Oireachtas Committee on Housing, Planning and Local Government: Local Government (Restoration of Town Councils) Bill 2018: Discussion (28 Mar 2019)

Shane Cassells: Nationally, chambers of commerce are still maintaining the status quo. At a meeting of Chambers Ireland last month in Navan with the Minister for Jobs, Enterprise and Innovation, the managing directors who were there said it was a great thing.

Ceisteanna ar Reachtaíocht a Gealladh - Questions on Promised Legislation (27 Mar 2019)

Shane Cassells: We are 58 days away from the local elections. One of the key votes on the day will be in the plebiscite on directly elected mayors. This week we have had reporting of Cabinet Ministers saying the proposal could lead to an over-concentration of control. There is an over-concentration of control; it has continued for 121 years in the Custom House. Even more concerning are the observations...

Shane Cassells: What is the timeframe for the information campaign?

Committee on Public Petitions: Business of Joint Committee (27 Mar 2019)

Shane Cassells: I note the conclusion in respect of extending FOI to the Presidency is under review and advice has been sought from the Office of the Attorney General by the Department of Public Expenditure and Reform. We received a note from the petitioner who said it should be noted that the Office of the President is subject to public scrutiny via the Comptroller and Auditor General. I am a member of...
