Hospital Services. (7 Feb 2008)

Fergus O'Dowd: I thank the Ceann Comhairle for allowing me to raise this issue which, like that raised by Deputy Costello, relates to the appalling conditions in which hospital staff must work, particularly in accident and emergency wards. A report in today's edition of The Irish Times states that patients on trolleys yesterday in Our Lady of Lourdes Hospital in Drogheda were asked to give up those...

Killing of Paul Quinn: Statements (7 Feb 2008)

Fergus O'Dowd: I welcome this debate. It is very important that it take place in this Chamber. With no disrespect to the Minister of State, Deputy Seán Power, I would have believed this debate warranted the presence of a senior Minister for its full duration. The inquiry into the murder has led to very serious allegations which, if true, will have significant and serious ramifications north and south of...

Requests to move Adjournment of Dáil under Standing Order 32 (7 Feb 2008)

Fergus O'Dowd: I seek the adjournment of the Dáil under Standing Order 32 to discuss an issue of urgent national importance, namely, the continuing bed crisis at Our Lady of Lourdes Hospital, Drogheda, where some patients on trolleys, awaiting admission, were asked to vacate them for others more seriously ill and the fact that a leading surgeon has recently warned the HSE that the acute hospital situation...

Written Answers — International Agreements: International Agreements (6 Feb 2008)

Fergus O'Dowd: Question 136: To ask the Minister for Foreign Affairs the recent developments with respect to Ireland's participation in the Antarctic Treaty 1959; and if he will make a statement on the matter. [3796/08]

Health Services: Motion (Resumed) (6 Feb 2008)

Fergus O'Dowd: I support the motion fully and, in particular the reference to "the imminent threat to the critical front line hospital services in the north east". Mr. Finbarr Lennon, consultant general and breast surgeon in Our Lady of Lourdes Hospital in Drogheda, held high office advising the North Eastern Health Board when it was in place. He referred in a letter dated 11 December 2007 to another...

Health Services: Motion (Resumed) (6 Feb 2008)

Fergus O'Dowd: The source of the letter is Mr. Finbarr Lennon, consultant general and breast surgeon in Our Lady of Lourdes Hospital, Drogheda.

Health Services: Motion (Resumed) (6 Feb 2008)

Fergus O'Dowd: It was directed to Dr. David Vaughan, chairperson of the medical board in Our Lady of Lourdes Hospital, Drogheda, and was circulated widely. I understand the Minister for Health and Children and officials of the HSE received copies. However, they have done nothing about the matter and the hospital is facing an even more serious crisis. It is appalling, shameful and disgraceful.

Middle East Peace Process. (6 Feb 2008)

Fergus O'Dowd: Question 109: To ask the Minister for Foreign Affairs his policy on the conflict between Israel and Palestine; and if he will make a statement on the matter. [3795/08]

Small Craft Register. (5 Feb 2008)

Fergus O'Dowd: Question 104: To ask the Minister for Transport if he will establish a register for certain small craft which would, as the Revenue Commissioners have suggested to his Department, be of considerable benefit to Revenue in controlling coastal smuggling, particularly drug smuggling; and if he will make a statement on the matter. [3872/08]

Small Craft Register. (5 Feb 2008)

Fergus O'Dowd: I thank the Minister for his reply. The then Department responsible for the marine proposed in 2005 that there would be a register for certain small craft. The Revenue Commissioners wrote to the Minister's Department last October stating they were deeply concerned about this issue and referring to coastal smuggling, in particular drug smuggling. Deputies Flanagan and Ring will deal with...

Small Craft Register. (5 Feb 2008)

Fergus O'Dowd: I reiterate that it is four long years since this proposal was made by the Minister's Department. I do not accept the Department or the Minister are dealing effectively with this issue. The country is awash with drugs. It is predicted internationally that we are seizing less than 20% of the drugs that come into the country. Given the nature of the west and south coasts, drugs are being...

Small Craft Register. (5 Feb 2008)

Fergus O'Dowd: The Minister has been in office for ten years in different capacities. He is not doing his job at all.

Carbon Emissions. (5 Feb 2008)

Fergus O'Dowd: Question 106: To ask the Minister for Transport his plans in relation to the reduction of carbon emissions from the transport sector; and if he will make a statement on the matter. [3873/08]

Carbon Emissions. (5 Feb 2008)

Fergus O'Dowd: Since 1990, when we first began talking about Kyoto, transport emissions have increased 165%, which is a massive growth. I know we have experienced economic growth in that time but cars and heavy duty vehicles are the biggest offenders in this regard. In 2006, the last year for which we have statistics, greenhouse gas emissions increased by 682,000 tonnes over the 2005 figure. The...

Carbon Emissions. (5 Feb 2008)

Fergus O'Dowd: The most important thing the Government could do would be to introduce the Dublin transport authority Bill. Because we do not have that legislation there are turf wars between Iarnród Éireann and the Railway Procurement Agency, while commuters suffer. The Minister is right in saying that people are buying cars due to modern economic wealth but public transport has not kept pace with...
