Brian Stanley: I welcome the fact the online voucher scheme exists. We have sought an increase in the scheme in our pre-budget submission for the last number of years, so I am glad the Government and ourselves agree on that. It is certainly beneficial. I was surprised by the low take up. Did the Minister say there was a 50% shortfall in the take up?
