Joint Oireachtas Committee on Agriculture, Food and the Marine: Regulation of Sale and Supply of Pets and Animal Welfare: Discussion (1 Jun 2021)

Paul Daly: Returning to my question on what communication the groups before us today have had with other bodies about the online passport, have they had any discussions with Weatherbys, which, for example, registers thoroughbreds? How recent is the concept? Is any work being done or is it just a pipe dream?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Regulation of Sale and Supply of Pets and Animal Welfare: Discussion (1 Jun 2021)

Paul Daly: Has there been any communication with the Department?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Forestry Issues: Department of Agriculture, Food and the Marine (27 May 2021)

Paul Daly: I thank Mr. Hayes and Mr. O'Doherty for joining us. A famous American baseball catcher, Yogi Berra, is accredited with the quotation "déjà vuall over again" and this morning I can see where he was coming from and I am experiencing it. I agree with Deputy Fitzmaurice. Politically, I would have to oppose his actions if he were to go down that road but I certainly see why he would...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Forestry Issues: Department of Agriculture, Food and the Marine (27 May 2021)

Paul Daly: Mr. Hayes did not address my concerns about management issues in the Department. I beg to differ with what he said about the journey of agriculture, as a sector, to carbon neutrality. Forestry is a major influencer on that. It is written into carbon neutrality as a major part of it. If we are not achieving what has been put in there regarding forestry, from a sequestration point of view,...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Rewetting of Peatland and its Impact on Farmers: Discussion (Resumed) (25 May 2021)

Paul Daly: I thank the Chairman. I welcome the officials and thank them for their two comprehensive submissions. I have a couple of points and questions. They are specific to each of the two areas, namely, the rewetting of bogs and horticultural peat, although there is a bit of a link between the two. Starting with the rewetting of bogs, I seek some clarification from the witnesses further to the...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Teagasc Education Courses and the Signpost Programme: Discussion (25 May 2021)

Paul Daly: I thank the representatives of Teagasc and welcome them. I have several questions. To follow on somewhat from the questions posed by Senator Boyhan regarding Teagasc's input into the curriculum for agricultural science as a subject at second level, I would like to see Teagasc having more of an input in that regard. I ask Mr. Pettit to comment on Teagasc's current role in that regard....

Joint Oireachtas Committee on Agriculture, Food and the Marine: Farm Plastics Recycling: Discussion (18 May 2021)

Paul Daly: I welcome Mr. Fitzgerald to our meeting. I have been reading his submission. For the record, I am small suckler farmer in the midlands and my form of silage is wrapped bales, so while I am familiar with the process, I was not familiar with the intricacies of the arrangement. I was aware I was paying a levy, but I was not aware of where that levy was going. From reading the two...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Farm Plastics Recycling: Discussion (18 May 2021)

Paul Daly: Can Mr. Fitzgerald confirm that he, as a sole trader and private collector, does not receive anything from the recycling levy or deposit I pay when I buy my plastic? Can he confirm that he has to operate without receiving any of that?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Farm Plastics Recycling: Discussion (18 May 2021)

Paul Daly: I wish to pursue a little further the line of questioning the Chairman was going along with Mr. Moloney. Based on some of his answers, I am finding it hard to get my head around the situation. We will give Mr. Moloney the benefit of the doubt. The IFFPG's target is 70% and it collected 80%, therefore, 20% is left out there. Mr. Moloney admits that. The IFFPG is paid for collecting,...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Farm Plastics Recycling: Discussion (18 May 2021)

Paul Daly: Anything I pay for out of my own pocket, whatever the commodity might be, I expect to get 100% and not 80% of it, or else I would say that I am being done. I do not get Mr. Moloney's argument whereby he keeps justifying what a great achievement it is to collect 80% of the plastic for 100% of the money.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Farm Plastics Recycling: Discussion (18 May 2021)

Paul Daly: So, it is bad management? It is costing 100% to recycle 80% of the plastics. We will put that down to bad management.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Farm Plastics Recycling: Discussion (18 May 2021)

Paul Daly: Sorry.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Farm Plastics Recycling: Discussion (18 May 2021)

Paul Daly: Mr. Moloney has mentioned the five-yearly review the IFFPG has with the Department. The group is licensed by the Department and the approval of that licence is renewed every five years. Is it a formality or is it an advertised, open tender. Could I decide I wanted to take on the role and submit a tender or is it a formality whereby the group and the Department sit down informally, or...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Farm Plastics Recycling: Discussion (18 May 2021)

Paul Daly: When the IFFPG licence is up for review, is it advertised? When the licence has run its term and is going to be renewed, is it advertised at that time that a new licence is up for issue? Are people other than the IFFPG given the opportunity to tender or apply for that licence?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Climate Action Plan and its Implications for the Agriculture Sector: Discussion (Resumed) (4 May 2021)

Paul Daly: I welcome the witnesses to our meeting today. I will kick off with some elaboration on what was a most comprehensive submission. Indeed, I do not need to ask for any elaboration on it because it is one of the most comprehensive submissions that I have seen. I compliment the witnesses on that. Submissions aside, I read the An Taisce mission statement. I will quote one line from the...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Regulation of Veterinary Medicines: Discussion (Resumed) (27 Apr 2021)

Paul Daly: I welcome the witnesses to the committee. I get it. I am with the witnesses and I see where the HPRA is coming from in that its role in the whole system is really the product demarcation or whatever, in conjunction with the EMA. The Department has to look at the issue at hand, which, from an anti-parasitic point of view, has boiled down to the question of whether medicines are...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Regulation of Veterinary Medicines: Discussion (Resumed) (27 Apr 2021)

Paul Daly: I welcome the witnesses from the Veterinary Council of Ireland and I have a number of questions or statements on which they could elaborate. They arise from the submission to the committee. I will follow up a very interesting deliberation we had in the past hour with the HPRA. Something came through very loud and clear on the issue of antiparasitic resistance. I am conscious that the VCI...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Regulation of Veterinary Medicines: Discussion (Resumed) (27 Apr 2021)

Paul Daly: I want to follow on from the point the Chair made. It is well known that I am a suckler farmer and the Chair is a dairy farmer. The Chair highlighted the business of a dairy farm in the months of February, March and even into April. That is the very time the suckler farmer will be considering putting out his or her cattle and will want them treated for parasites before putting them out....

Joint Oireachtas Committee on Agriculture, Food and the Marine: Proposed Amendments to the Good Agricultural and Environmental Conditions: Discussion (20 Apr 2021)

Paul Daly: I welcome the representatives of Macra na Feirme and I wish to be associated with the good wishes to Mr. Duffy. It is always a pleasure to work with him. I also wish Mr. Keane the best in his forthcoming term of office. I wish to elaborate a little on a couple of matters. We will all lobby for, and hopefully we will be successful in, getting the extension to the current stamp duty laws....

Joint Oireachtas Committee on Agriculture, Food and the Marine: Proposed Amendments to the Good Agricultural and Environmental Conditions: Discussion (20 Apr 2021)

Paul Daly: My question is very brief and the witnesses might be able to cover all of our questions together. What is the opinion of the witnesses on the aggregate food strategy that was published recently and on the agriculture action plan for 2021?
