Séamus Healy: I acknowledge the points that the Minister has made and agree this should not be a desktop study. However, the Bill provides for an overall period of ten days and I do not think that reflects the urgency required under this section. This is a theme we have discussed in the context of previous amendments. Ten days is simply too long and it should be possible to shorten the period significantly.

I understand the point that the Minister is making but we want to ensure there is appreciation of the urgency required in dealing with these matters.
