Tommy Broughan: I thank Deputy Perry for his support. What we are seeking to avoid is when the inspector goes to the District Court that the legislation will not be found to have a lacuna that we should have anticipated from section 24. That was the concern of my legal adviser. He was anxious to ensure that section 25(1) was totally watertight.
