Jerry Buttimer: In upholding the system, in all of our offices, including that of the Minister of State, people are slipping through who are in desperate conditions and in need of a medical card but something has gone wrong somewhere. That is the situation whether we like it or not.

Jerry Buttimer: I am sorry, but I have one other point. I fully agree with what the Minister of State and the Minister said about people who got medical cards who should never have received them. The question is why they got them on day one if they were 200% or 400% over the limit.
