Emer Higgins: We have cases of people in hospitals who were living in HAP properties and who want to move somewhere else because they are now, for example, in a wheelchair. They are waiting in hospital, potentially regressing, because they are not getting the rehab because they are not being offered anywhere to live. Is there a shortage of specifically adapted homes or is it just that they are on a list?
