Could it carry out covert surveillance? Is that in the authority's power when done jointly with An Garda Síochána and the Revenue Commissioners?

Pádraig Mac Lochlainn: I have asked the witnesses to spell that out. I have said that I understand the authority has the ability to carry out covert surveillance. There is clearly much overt surveillance, which I mentioned and which the witnesses can confirm. The authority also uses covert surveillance. It really has huge power.
