Brendan Howlin: For clarity, this affects retrospectively anyone who has committed an offence before the date of the enactment of this legislation, which is, I presume, the date on which the Minister commences the Act. The retrospection relates to people who have committed the offences relevant to the section prior to that date. Is that what the Minister of State is saying?
