Public Accounts Committee: Business of Committee (13 Feb 2014)

Kieran O'Donnell: ...cannot produce a redacted transcript. We were told by our legal adviser following the private meeting that certain elements of the evidence would need to be redacted. Third, an independent Garda Síochána Ombudsman Commission investigation is under way. The remit of this committee is relevant. The whistleblower provided information to the Comptroller and Auditor General, who...

Chapter 6 - Land Swap Arrangement in the Provision of Affordable Houses
Vote 13 - Office of Public Works
(30 Jan 2014)

Kieran O'Donnell: The property was occupied by An Garda Síochána. This was not a vacant site. The Department was extremely lucky that NAMA was formed. If NAMA had not been formed, it would have had money going out of the State purse. That €31.5 million could have been used for day-to-day services within relevant Departments but it has now gone into NAMA. What due diligence was done at the...

Public Accounts Committee: 2012 Annual Report of the Comptroller and Auditor General and Appropriation Accounts
Chapter 6 - Land Swap Arrangement in the Provision of Affordable Houses
Vote 13 - Office of Public Works
(30 Jan 2014)

Kieran O'Donnell: ...to come out of the burst balloon. July 2006 was effectively the peak in terms of valuations. Someone got peak valuation for affordable housing and got a site adjacent to an existing site with the Garda in situ. It was not a vacant possession site. The question I am asking Ms Tallon - is nothing personal; this is what we do here - is what due diligence was done. Clearly, there was...

Public Accounts Committee: 2012 Report of the Comptroller and Auditor General
Chapter 7 - Management of Fixed Charge Notice System

Public Accounts Committee: 2012 Report of the Comptroller and Auditor General
Chapter 7 - Management of Fixed Charge Notice System

Public Accounts Committee: 2012 Report of the Comptroller and Auditor General
Chapter 7 - Management of Fixed Charge Notice System
(23 Jan 2014)

Kieran O'Donnell: As things stand currently, within the procedures of An Garda Síochána, what would have been the consequences? If someone came forward as a member of An Garda Síochána with information from the PULSE system and said that he or she believed it constituted wrongdoing, what would the consequences have been for that individual?

Public Accounts Committee: 2012 Report of the Comptroller and Auditor General
Chapter 7 - Management of Fixed Charge Notice System
(23 Jan 2014)

Kieran O'Donnell: I will cut to the chase here. If a member of An Garda Síochána believes there is wrongdoing and comes forward through the channels up to Commissioner level, what are the legal consequences of that? What are the consequences for that member within An Garda Síochána?

Public Accounts Committee: 2012 Report of the Comptroller and Auditor General
Chapter 7 - Management of Fixed Charge Notice System
(23 Jan 2014)

Kieran O'Donnell: Yes. I have one final question. On a general note, in the context of people driving without insurance, tax or NCT certificates, in this modern age of computers, what strides is An Garda Síochána making in terms of linking up with various databases so that it can identify people who have not paid their car tax, insured their cars, renewed their driving license or put their vehicle...

Public Accounts Committee: 2012 Report of the Comptroller and Auditor General
Chapter 7 - Management of Fixed Charge Notice System
(23 Jan 2014)

Kieran O'Donnell: Would these issues refer to the Garda Síochána Ombudsman Commission? The public has great respect for An Garda Síochána. Why are we here today discussing this particular issue? The Commissioner has spoken about the internal systems in the Garda. Did the two individuals make formal complaints within the system? Were their complaints heard? The Commissioner might walk...

Public Accounts Committee: 2012 Report of the Comptroller and Auditor General
Chapter 7 - Management of Fixed Charge Notice System
(23 Jan 2014)

Kieran O'Donnell: The question I am really asking is on the robustness of the system as perceived by someone looking in. How did the two whistleblowers bring the matter to the notice of their superiors in An Garda Síochána? How did it funnel up through the system? What decisions were taken and why did the individuals feel it necessary to go outside the mechanisms within An Garda Síochána?

Chapter 7 - Management of Fixed Charge Notice System
(23 Jan 2014)

Kieran O'Donnell: Maybe I am not making myself clear. I will repeat my point. I want to boil it down to practicalities. I want to know when the matter originally surfaced within An Garda, the form it took, the individual to whom it was reported, the action taken and the outcomes.
